MISSION: The Texas Education Agency (TEA) will improve outcomes for all public-school students in the state by providing leadership, guidance, and support to school systems.

POSITION OVERVIEW: The Texas PK-16 Public Education Information Resource (TPEIR) Programmer III reports to the TPEIR Unit Manager in the Research & Analysis Division. This position performs highly complex computer programming, systems analysis, and data analysis work for the TPEIR data warehouse. Specific job responsibilities include performing requirements analysis; developing report requirement specifications and prototypes; and designing and developing reports in an iterative development environment.

Public reporting of education and workforce data supports the measurement of student performance, career and college readiness, college success, and school improvement which are tied to 3 of the Commissioner's priorities. In addition, the role demonstrates transparency in school districts and informs policy makers to support two of the agency's enablers. This position plays a critical role in supporting these goals by being responsible for data warehousing tasks, detailed data analysis, creation of source to target mapping, writing complex computer programs for loading and manipulating data, creating data extracts, and quality assurance (QA) of data loads.

Additionally, this role creates and publishes website content for reporting purposes and develops report documentation such as report explanations, data definitions, and user help documents.

This position works under limited supervision with considerable latitude for the use of initiative and independent judgment.

ESSENTIAL FUNCTIONS:

  • Writes computer programs for loading, testing, and analysis tasks.
  • Performs QA and testing on data loads, web applications, and reports.
  • Creates and maintains technical and user documentation and documentation of data calculations and business rules.
  • Analyzes and prepares data for reports and data products.
  • Designs and develops formatted web reports.
Qualifications
 

MINIMUM QUALIFICATIONS:
Education: Graduation from an accredited four-year college or university. Major course work in Computer Science, Information Systems, or a related field is preferred.

Experience: At least three (3) years of experience in computer programming, data warehousing, testing and QA, creating requirements specifications, report creation, performing systems or data analysis work, experience using SQL and Excel are required. The use of SAS, experience in documenting requirements, business rules, and user help information is strongly preferred. Experience with Texas educational data and systems is preferred.

OTHER QUALIFICATIONS:

  • Experience using Crystal Reports or other business intelligence reporting tools.
  • Experience with web development tools (.net, c#, ASP, Microsoft Visual Studio)
  • Meticulous attention to detail with the ability to produce high quality work in a dynamic environment.
  • Highly organized, ability to work on multiple projects at once and meet deadlines.
  • Excellent written and oral communication skills.
  • A desire to self-reflect, give/receive feedback, and continuously improve.
  • Ability to engage in a collaborative, results-oriented team environment.
