The role requires frequent coordination with general contractors and site teams, plus 20–30% travel and onsite construction support.

Owns PIC’s relationships with Fort Stockton, Pecos County, local officials, media, schools, businesses, and civic organizations. Serves as the project spokesperson, develops messaging and crisis communications, manages external PR agencies, leads public engagements, and coordinates milestone announcements. Designs community investment and workforce programs, monitors community sentiment, and translates technical project details into accessible language. Requires Texas government knowledge, media experience, agency management, independent program-building, and regular travel across West Texas and Austin.
