Teams at ICF

Leads wetland delineations, wildlife habitat assessments, biological surveys, and environmental permitting for infrastructure projects. Conducts fieldwork, assesses impacts, prepares and reviews technical reports and USACE permit applications, leads field teams, develops client relationships, and mentors junior staff. The role requires extensive travel throughout Texas and the U.S., independent fieldwork, regulatory expertise, and strong technical writing and QA/QC skills.

Conduct wildlife habitat assessments, biological surveys, wetland delineations, functional assessments, and environmental impact studies for infrastructure projects. Prepare and review technical reports, Clean Water Act and Endangered Species Act compliance documentation, USACE permit applications, and mitigation plans. Work independently in remote field settings, support project teams, collaborate with senior staff, and travel extensively throughout Texas and the United States.

Provide on-call hazard mitigation grant coordination and project management for FEMA 404/HMGP and 406 programs in Puerto Rico. Identify mitigation projects, assist subrecipients with grant applications, perform benefit-cost analysis coordination, ensure NEPA/environmental compliance, manage grant timelines and documentation, conduct site visits, and support FEMA submittals using FEMA Grants Portal and ICF DisasTRAX.
