What You’ll Do:
You will provide senior‑level functional and technical support for the CAPPS HR/Payroll (HCM 9.2) system across statewide agencies. Your work includes leading HR/PY module configuration, FMLA compliance, workflow (AWE) setup, batch job oversight, and system enhancements. You will support agencies through Tier 2 troubleshootings, incident management, fiscal year‑end activities, DR exercises, upgrade testing, and audit preparation. You will collaborate with policy teams, analysts, vendors, and 100+ agencies to interpret Texas HR policies, resolve issues, and ensure system accuracy, security, accessibility (WCAG 2.1), and multitenancy compliance. You will prepare documentation, deliver training, maintain queries and reports, support lifecycle management (PUM, Fluid, Elasticsearch), and ensure all work aligns with CPA processes, ITIL practices, and statewide standards.

Minimum Qualifications (Required)

Candidates must meet or exceed all minimum requirements to be considered.

State of Texas & Federal Compliance
  • 15+ years extensive knowledge of State of Texas policies

  • 15+ years extensive knowledge of federal labor laws

Technical Expertise
  • 15+ years advanced technical skillsets with App Designer, Integration Broker, SQR/SQL, BI Publisher, SAP Business Objects

  • 12+ years performing system configuration changes

  • 12+ years overseeing batch jobs including Run My Jobs (RMJ)

  • 12+ years applying NIST standards, security best practices, and multi‑tenancy requirements

Texas Public Sector & CAPPS Experience
  • 10+ years supporting 30+ Texas state agencies

  • 10+ years supporting CAPPS HR/Payroll in PeopleSoft HCM 9.2

  • 10+ years functional project management for CPA’s CAPPS program

  • 10+ years coordinating statewide Fiscal Year Process

  • 10+ years Tier 2 Service Desk Support with Tier 3 vendor coordination

  • 10+ years supporting Priority 1 & 2 incidents under MIM

  • 10+ years participating in Disaster Recovery exercises

Strategic, Analytical & Executive Skills
  • 10+ years creating and managing strategic roadmaps

  • 10+ years preparing executive‑level presentations

  • 10+ years supporting audits and open records requests

  • 10+ years interpreting contractual language and enforcing vendor compliance

PeopleSoft & CPA Tools
  • 10+ years experience with PUM, Fluid, Elastic Search

  • 8+ years CPA SQL experience for CAPPS–SPRS synchronization

Regulatory & Accessibility
  • 8+ years SME‑level FMLA configuration and coding

  • 8+ years preparing WCAG 2.1‑compliant materials

  • 3+ years knowledge of ITIL, ITSM, and ITAM principles

Preferred Qualifications
  • 10+ years experience supporting CPA’s legacy Statewide Financial Systems
