I. Job Summary
We are seeking a highly skilled and motivated Business Analyst IV with expertise in data and analytics platforms, including AWS and Snowflake, to join our Data Services organization.

The Business Analyst IV position is recognized as a leadership role within Data Services, serving as a trusted advisor to business stakeholders and a strategic partner to Technology teams. The Business Analyst IV helps shape and prioritize the Data Services portfolio by ensuring business needs, strategic objectives, and technology investments are aligned to deliver measurable business value.

The role serves as the primary liaison between business and Technology teams, leading stakeholder engagement, business process analysis, solution definition, and delivery coordination across cross-functional initiatives. The successful candidate will provide leadership throughout the solution lifecycle, driving alignment, influencing decision-making, managing competing priorities, and ensuring Data Services initiatives deliver expected business outcomes.

Business Domain Focus – Sustainability, Recycling Operations, Landfill Operations.  

This role is the primary Data Services partner for Sustainability initiatives, Sustainability Impact Reporting, Landfill Operations, and Regulatory Reporting. Responsibilities include supporting Landfill Operations Optimization, GHG Reporting and emissions management, Landfill IoT/OTM, and SCADA analytics, while ensuring data products and reporting solutions align with business goals.
II. Essential Duties and Responsibilities
 

  • Serve as the primary liaison and trusted advisor between business stakeholders and Technology teams, ensuring business priorities are understood, aligned, and successfully delivered.
  • Partner with business leaders to identify, prioritize, and translate strategic objectives into data, analytics, reporting, and technology initiatives that support organizational goals.
  • Conduct advanced business and systems analysis to define business needs, process improvements, solution scope, objectives, requirements, process flows, and functional specifications.
  • Collaborate with Data Engineers, Architects, Product Owners, Analytics teams, and business stakeholders to define business rules, data requirements, solution designs, and acceptance criteria.
  • Facilitate prioritization discussions by evaluating business value, risks, dependencies, and strategic alignment to ensure delivery teams focus on the highest-value initiatives.
  • Lead requirements gathering, documentation, stakeholder reviews, and testing activities, including development of business requirements, user stories, test plans, user acceptance testing, and sign-offs.
  • Provide delivery leadership by coordinating cross-functional business and technical teams to ensure solutions are delivered on time, meet quality standards, and achieve expected business outcomes.
  • Monitor project progress, solution effectiveness, and business value realization while proactively identifying risks, issues, and opportunities for continuous improvement.
  • Partner with Data Governance and business teams to establish data ownership, business definitions, data quality expectations, and governance requirements.
  • Support deployment, change management, stakeholder communications, training, and user adoption activities to ensure successful implementation of new capabilities and solutions.
     

III. Qualifications 
A. Required Qualifications 
 

  • Bachelor's Degree (accredited) in Computer Science, MIS, Business Administration or similar area of study or in lieu of degree
  • or GED (accredited) and 4 years of relevant work experience.
  • 8 years of relevant work experience as an IT Business Analyst (in addition to education requirement) and
  • 4 years of working as an IT Manager/Project Manager may substitute for the minimum years of experience.
