The Business Development Lead and Program Manager will drive Navy-related business growth, manage proposals, and oversee program management responsibilities while developing client relationships and engaging partners.

ERG is seeking a Business Development Lead to join ERG’s Facilities Planning and Engineering Team, with a dual focus on driving Navy-related business growth and providing program management leadership. This role will lead and actively participate in all phases of business development, including client and partner engagement, proposal strategy and planning, and proposal development. The Business Development Lead will work closely with leadership, technical experts, and external partners on these efforts. The role will initially focus on existing Navy opportunities but over time will include opportunities associated with other federal and non-federal clients. In addition to business development responsibilities, this role may involve serving as a Program Manager on contracts, client engagement, and ongoing program oversight as needed. The balance between business development and program management responsibilities may evolve over time based on organizational needs.
This will be a full-time position without a set office location; however, candidates must be located within driving distance of the Washington, DC metropolitan area to attend frequent (at least weekly) on-site client and team meetings. The position will include interaction and support from ERG personnel in various locations, including Arlington, VA, and Indian Head, MD. Indian Head is approximately 30 miles from Washington, DC, 25 miles from Alexandria, VA, and 60 miles from Fredericksburg, VA.
Job Description:
- Lead and support business development efforts - Primarily for U.S. Navy opportunities, with potential to expand in time to other federal and non-federal clients
- Provide oversight and participation in marketing meetings with prospective clients and teaming partners
- Develop and maintain strong relationships with Navy stakeholders, program managers, and industry partners
- Identify, qualify, and track new business opportunities aligned with ERG’s strategic priorities
- Lead proposal planning and strategy, including win themes, teaming strategies, and competitive analysis
- Oversee the preparation of proposals, including outlines, capabilities matrices, technical and management content, and reviews
- Track business development activities and maintain accurate records
- May serve as Program Manager on contracts, providing oversight of scope, schedule, budget, and client coordination
Required Qualifications and Skills:
- Minimum of 15 years of relevant professional experience, with at least 10 years in a role where 50% or more of time was dedicated to business development and marketing
- Experience leading proposal efforts for federal government contracts
- Proven ability to develop and maintain client and partner relationships in a professional services environment
- Strong written and verbal communication skills, with the ability to convey complex ideas clearly and persuasively
- Ability to work independently in a remote environment while collaborating effectively with distributed teams
- Must be within driving distance of the Washington, DC metro area and able to travel locally approximately 1–2 days per week
- Must currently hold or be able to obtain a Department of Defense Secret-level security clearance
- Must be a U.S. citizen as this position is not eligible for Limited Access Authorizations
Preferred Qualifications and Skills:
- Experience working in consulting and/or facilities-related support services
- Experience working for or with the Department of Defense, with U.S. Navy experience strongly preferred
- Familiarity with program management responsibilities on federal government contracts, particularly in a consulting or facilities-related environment
