Pagaya is an AI/ML data technology company with offices in Tel Aviv, New York, and Austin.


The Role

Darwin Homes is seeking an Operational Compliance Manager to lead operational compliance across our property management platform and serve as the primary operational liaison for legal and compliance matters. This is a hands-on, embedded role responsible for understanding how Darwin's operations actually function and ensuring our practices consistently align with applicable laws, regulations, policies, contractual obligations, and internal standards.


You will work directly across Darwin's operations, reviewing workflows, resident interactions, notices, transactions, system processes, documentation, complaints, disputes, and exceptions to identify areas of potential compliance or legal exposure and ensure appropriate controls and remediation are in place.


This role will partner closely with Pagaya Legal and Compliance, outside counsel, and Darwin leadership to coordinate operational legal and compliance matters, provide visibility into material risks, and ensure appropriate escalation, response, and remediation.


Success means creating a clear and defensible operating environment in which Darwin can demonstrate that material legal and compliance risks are proactively identified, appropriately escalated, effectively controlled, and remediated.


Duties:

  • Lead operational compliance across Darwin's property management lifecycle, including leasing, resident management, Housing Choice Voucher (HCV) programs, property operations, maintenance, notices, evictions, registrations, inspections, and HOA and local jurisdiction requirements.
  • Develop a deep understanding of Darwin's workflows and assess whether actual operating practices align with applicable laws and regulations, company policies, contractual obligations, and Pagaya compliance standards.
  • Establish a risk-based monitoring and testing program across transactions, resident communications, fees and charges, system activity, documentation, and operational exceptions.
  • Identify compliance gaps and determine whether individual issues represent isolated events or broader systemic risks, including the potential scope of impacted residents, properties, markets, or processes.
  • Lead root-cause analysis and partner with operational leaders to develop, implement, and validate corrective actions and preventative controls.
  • Monitor complaints, disputes, violations, exceptions, litigation, and other indicators to identify emerging compliance and legal risks, trends, and systemic issues.
  • Serve as Darwin’s primary operational liaison to Pagaya Legal and Compliance and outside counsel on property management legal and compliance matters, coordinating issue intake, fact gathering, escalation, response, remediation, and implementation of guidance.
  • Partner with Operations, Product, and Technology to embed effective compliance controls into workflows, systems, and operating processes and support regulatory inquiries, audits, and investigations.
  • Establish clear processes for documenting, tracking, escalating, and resolving compliance findings, with accountability through remediation.
  • Provide regular reporting to Executive Leadership on material risks, findings, remediation, and emerging areas of concern, and support targeted training where needed.



Requirements

  • 5+ years of experience in property management compliance, operational compliance, risk, controls, audit, legal operations, or a related field.
  • Strong knowledge of residential property management operations and applicable Fair Housing, landlord-tenant, habitability, accessibility/ADA, privacy, and eviction/notice requirements.
  • Experience evaluating operational processes and conducting compliance monitoring, testing, investigations, audits, or similar reviews.
  • Strong analytical skills with the ability to identify patterns, assess systemic risk, and translate requirements into practical operational controls.
  • Sound judgment and the confidence to challenge existing practices and escalate issues when appropriate.
  • Strong written communication, documentation, and organizational skills.
  • Ability to work effectively across Operations, Legal, Compliance, Product, Technology, and senior leadership while remaining comfortable getting into operational detail.
  • Bachelor's degree preferred.
