Position Overview:
The Consultant, Numbering & Porting Services (NPS) serves as a subject-matter expert and primary client contact for telephone numbering administration, local number portability (LNP), and related regulatory filings. This role manages complex, ongoing client engagements — including LERG and BIRRDS updates, CLLI code administration, NECA database maintenance, FCC filings, and NPAC data services — while representing the firm in industry forums and monitoring regulatory developments that affect client operations. The Senior Consultant is expected to work with minimal oversight, mentor junior staff, and serve as an escalation point for the most technically demanding client issues.
Responsibilities
- Manage all AOCN (Alliance for Telecommunications Industry Solutions Ordering and Coding Network) services and ensure compliance with industry standards.
- Coordinate the ordering, maintenance, and lifecycle management of CLLI (Common Language Location Identifier) codes.
- Administer Local Number Portability (LNP) activities, including coordination with carriers, vendors, and regulatory organizations.
- Manage Tariff 4 updates and ensure timely implementation of changes impacting network operations and interconnection.
- Oversee telephone number porting processes, ensuring accuracy, regulatory compliance, and customer satisfaction.
- Prepare, submit, and maintain FCC Form 502 filings and other required telecommunications regulatory reports.
- Represent the organization at CIGGR (Common Interest Group on Generic Requirements) meetings and communicate relevant industry developments.
- Participate in INC (Industry Numbering Committee) meetings to monitor and influence numbering standards and best practices.
- Attend and actively participate in NPIF (Number Portability Industry Forum) meetings to stay current on LNP standards, policy updates, and implementation guidelines.
- Serve as the organization's liaison with industry organizations, regulatory agencies, and telecommunications service providers.
- Monitor changes in telecommunications regulations, numbering policies, and industry standards, recommending operational changes as needed.
- Develop and maintain documentation, procedures, and compliance records related to numbering resources and regulatory activities.
- Collaborate with internal engineering, operations, legal, and regulatory teams to support network growth and compliance initiatives.
Required Qualifications
- Bachelor's degree in a related field, or equivalent professional experience in telecommunications numbering/regulatory services.
- 5+ years of experience in telephone numbering administration, local number portability, or telecom regulatory compliance; prior consulting experience strongly preferred.
- Demonstrated working knowledge of LERG, BIRRDS, CLLI codes, NECA databases, NPAC, and SOA/porting systems.
- Experience preparing and filing FCC regulatory forms (e.g., Form 502/NRUF) on behalf of clients.
- Familiarity with industry forums such as CIGGR, INC, and NPIF (formerly LNPA).
- Strong client-facing communication skills, with the ability to explain complex regulatory and technical topics clearly.
- Highly organized, detail-oriented, and capable of managing multiple concurrent client accounts and deadlines independently.
