About the Role 

The Contracts Manager at Team Housing Solutions (THS) is responsible for managing the full lifecycle of contracts related to supplies, services, and construction projects. This includes identifying and onboarding strategic partners, drafting and negotiating agreements, ensuring compliance throughout execution, and handling contract closeout, reporting, and performance assessment. This role supports THS efforts by securing high-quality vendors and contractors while mitigating risks, controlling costs, and maintaining strong partner relationships.

 

Key Responsibilities

 Partner Identification and Onboarding

  • Identify potential suppliers, service providers, and construction contractors through market research, RFIs, networking, and industry benchmarking.
  • Evaluate vendor qualifications, capabilities, past performance, and pricing competitiveness to build a reliable and cost-effective partner pool.
  • Lead the onboarding process, including initial due diligence, reference checks, and establishment of non-disclosure agreements, master agreements, and other documents where applicable.

 

Solicitation Development and Pricing Strategy

  • Prepare solicitations (RFPs, RFQs, etc.) with clearly defined scopes of work, evaluation criteria, and pricing requirements tailored to supplies, services, or construction needs.
  • Develop and recommend pricing strategies (e.g., fixed-price, unit price, time-and-materials) that balance cost certainty, risk allocation, value engineering opportunities, and project-specific requirements.
  • Conduct market pricing analysis, cost benchmarking, and historical data review to establish realistic cost targets and negotiation positions.

 

Contract Development, Negotiation, and Pricing Finalization

  • Collaborate with internal stakeholders (project management, finance, legal, operations) to ensure contract terms and pricing structures align with budget constraints, funding sources, risk tolerance, and organizational objectives.
  • Negotiate to achieve the best value, including favorable unit rates, discounts, rebates, volume pricing, and performance-based incentives while protecting THS against cost overruns and hidden fees.

 

Contract Administration and Execution

  • Oversee contract implementation from award through performance, including monitoring milestones, deliverables, change orders, and compliance with terms.
  • Manage amendments, extensions, address performance issues, disputes, and enforce contractual remedies when required. Track contract performance metrics, budgets, and expenditures to ensure projects stay on schedule and within financial parameters.

 

Contract Closeout, Reporting, and Assessment

  • Administer contract closeout processes, including final inspections, lien waivers, payments, and documentation completion.
  • Prepare and deliver contract performance reports, lessons learned, and vendor evaluations.
  • Conduct post-project assessments to inform future procurement strategies and partner selections.

 

Compliance, Oversight, and Risk Management

  • Ensure all contracts comply with applicable federal, state, and local regulations, as well as internal policies.
  • Monitor and objectively evaluate contract execution, deliverables, and service quality across THS-managed projects.
  • Identify deviations from contract requirements early and initiate corrective actions.
  • Maintain accurate contract records and documentation in company systems. 
  • Enforce performance standards to maintain accountability, consistency, and high-quality outcomes.
  • Support structured performance assessments and recommend improvements to strengthen contract execution and vendor performance.

 

Leverage Technology

  • Leverage AI and advanced analytics capabilities (e.g., predictive insights, automated data processing, pattern recognition, natural language processing, or intelligent document handling) to support faster decision-making, early risk identification, trend analysis, reporting, and process optimization relevant to the role.
  • Drive the integration of key operational data into centralized dashboards, business intelligence tools, or THS-approved systems to enable real-time visibility, automated alerts, performance tracking, and more informed oversight and collaboration across teams.
Qualifications

Qualifications

  • Bachelor's degree in Acquisition/Procurement, Logistics, Supply Chain Management, Logistics, or a related field is preferred; relevant experience considered in lieu of specific field of study.
  • Certified Professional Contracts Manager (CPCM), Certified Federal Contracts Manager (CFCM), Defense Acquisition Workforce Improvement Act (DAWIA) or similar procurement/contracting certification is preferred; familiarity with construction a plus.
  • Minimum 5 years of progressive experience in contract management, preferably involving supplies, professional services, and/or construction contracts in logistics, state or federal government sectors, base camps and life support services, emergency and disaster response, or a related industry. Experience managing full contract lifecycles (cradle-to-grave) required.
  • Strong negotiation and communication skills (both written and oral); excellent analytical and problem-solving abilities; high attention to detail; ability to manage multiple priorities in a fast-paced environment; collaborative team player with sound judgment and integrity.
