About the Role and Ideal Candidate:

You have a deep knowledge of state and federal legislative processes. You have experience working with legislators and executive agencies in order to advance new policy ideas and to help shape regulatory decisions. You understand the mechanics and motivations that trigger executive agency enforcement actions, and you feel comfortable advising a diverse, fast-moving business on how to address policy and legal questions. You are able to effectively work with a variety of different stakeholders to advance policy initiatives and to resolve legal questions. You are eager to bring your government relations and legal experience to an in-house role on a small and supportive team that affords opportunity for professional growth. You look forward to channeling your skills as a negotiator, advocate, and strategist into supporting and advocating for a mission-driven and groundbreaking business. You embrace and are not deterred by ambiguity and are eager to support a rapidly growing business in a fast-paced startup environment. You are willing to quickly dive in on new and “unfamiliar” legal issues. While you are passionate about government relations, you are also eager to take on more traditional legal work, in whatever area the team and the business need support. You are excited to support the company through both government relations outreach and legal advising.

Responsibilities:
  • Identify specific legislative and regulatory goals in various states.

  • Engage with state and federal lobbyists to draft proposed legislation and regulations.

  • Create coalitions with other stakeholders who share our vision for legislative and regulatory change.

  • Monitor relevant state and federal legislation and regulatory changes.

  • Work with business teams, including the Product, Sales, and People Ops teams, to implement any required legislative and regulatory changes after conducting a risk analysis of compliance, including the dollars in risk for noncompliance.

  • Provide legal advice to business teams across a range of issues and topics.

  • Prepare responses to regulator inquiries.

  • Manage contracts with outside counsel to ensure deliverables are on time, within budget, and responsive to the business’ needs.

  • Lead external relations campaigns to engage stakeholders on advocacy issues that affect the business.

  • Work cross-functionally to identify, investigate, and manage risks across the business.

  • Analyze and provide guidance to the company on evolving rules, regulations, compliance requirements, and trends impacting the tech and healthcare industries.

  • Manage a range of legal matters, including but not limited to human resources, independent contractor classification, and state registration requirement work streams.

What success looks like 90 days in:
  • You have developed and implemented a plan to address a company priority through government relations in at least two new states or two new outreach strategies.

  • You have developed and implemented a plan to work with a specific group of stakeholders to promote the company’s interests.

  • You have taken ownership over and fine tuned the company’s legislative and regulatory monitoring system and shared insights and trends that are digestible by both the legal team and internal business partners.

  • You have contributed to drafting and updating at least one company policy and improving at least one substantial cross-functional process.

  • You have integrated yourself and are supported the business on at least one workstream that is outside of “traditional” government relations work.

Need to have:
  • JD, with admission to a state bar.

  • At least 5 years of relevant legal experience and/or government relations experience (at a well-respected lobbying firm, law firm, as an in-house attorney, or in a high-level government role including legislative outreach).

  • At least 2 years of experience working in state or federal government.

  • Experience engaging legislators and government regulators.

  • Bias toward action and solving (not just spotting) problems.

  • Ability to take ownership of your work and manage projects independently.

  • Excellent communication and writing abilities.

  • Ability to work under pressure and autonomously and meet tight deadlines.

  • Agility and flexibility to take on new tasks and responsibilities when necessary to support the business and legal team’s needs in a fast-moving, rapidly scaling, and dynamic tech company.

  • Ability to engage with and interpret government data from databases and other sources.

  • Experience working cross-culturally and with diverse, global teams.

  • Ability to travel throughout the United States.

Nice to have:
  • Experience with labor and employment law that will assist you in serving as a regular advisor to the company’s Human Resources team.

  • Track record of drafting legislation, regulations, and amendments that have been adopted into law.

Salary:

The base salary range for this position is $190,000 - $220,000. This role will also be eligible for discretionary annual bonus (paid on a quarterly basis) and/or equity compensation.

The range provided is Clipboard's reasonable estimate of the salary for this role. The actual amount may differ based on factors such as experience, knowledge, skills, abilities, and location.
