About Us

The State Bureau of Investigation’s mission is to serve Sheriffs, Police Chiefs, and District Attorneys as well as State and Federal partners, by investigating crimes and providing technical assistance in order to increase public safety for the citizens of the state of North Carolina. The SBI does so by conducting criminal investigations of allegations in areas of jurisdiction including narcotics, arson, election laws, misuse of state property, environmental crimes, human trafficking, child sexual abuse in day care centers, and threats made against public officials. The SBI provides support to local agencies related to computer crime investigations, use of force investigations, deaths in custody, crime scenes, financial crimes, missing and endangered persons, public corruption, cold cases, K9, special response team, bomb squad, and air wing. The SBI serves as North Carolina's repository of information on criminal history records, fingerprint identification, expungements, sex offender registry, and concealed handgun permits. The SBI manages the North Carolina Information Sharing and Analysis Center (ISAAC), which is the fusion center for the state of North Carolina, as well as the Behavioral Threat Assessment Unit, which assesses and manages threats of mass violence.

Description of Work

The primary purpose of this position is to lead a team of nine (9) Criminal Information Training Specialists geographically located throughout the State in the design, development, and delivery of high-quality training sessions for the Division of Criminal Information Network (DCIN) terminal use, criminal information record keeping, and access and dissemination. The training includes systems and databases that contribute and utilize data within the DCIN such as; Nlets, NCIC, N-DEx, and CJLEADS.
Job responsibilities include the following:
- Supervise the development, scheduling, and implementation of formal training courses for criminal justice agency personnel and projects.
- Organize and coordinate conferences with various types of training programs including an annual users conference.
- Coordinate with DPS/NCSBI Information Technology personnel and the Federal Bureau of Investigation.
- Communicate with FBI legal and operational staff regarding Criminal Justice Information System (CJIS) related issues that affect the NCSBI and all North Carolina criminal justice agencies.
- Individual will be the subject matter expert related to the review, analysis, and assessment of proposed legislation that may impact DCIN.
Position/Physical Requirements:
- Must be a U.S. citizen due to security requirements for accessing SBI applications to which the person in this position must have access.
- Obtaining Division of Criminal Information (DCI) Network certification within 90 days of hire is required for this position.
- Must be able to lift at least 20lbs with or without reasonable accommodation
- Must be able to work an on-call rotation
- Must be available for some overnight travel
- Must have a valid driver’s license issued from within the United States or be able to obtain one within 90 days of employment.

Knowledge Skills and Abilities/Management Preferences

Salary Range: $55,221 - $76,000

Salary will be based on relevant qualifications, internal equity, and budgetary considerations for the advertised position.

The Minimum Education and Experience (E&E) is REQUIRED to qualify for this position. Management also prefers:

  • Demonstrated knowledge and technical understanding of the components comprising the  regulatory obligations, processes, and procedures related to DCIN.

  • Demonstrated experience consulting with IT professionals to resolve technical problems and ensure  customer satisfaction.

  • Demonstrated knowledge of State and federal laws and requirements regarding criminal information  systems.

  • Demonstrated experience identifying information needed by law enforcement agencies in the performance of their work.

  • Demonstrated experience presenting effective presentations on technical or complex topics using a variety of teaching environments and/or tools.

  • North Carolina General Instructor Certification or comparable instructor certification from another state preferred.

Master's degree in criminology, criminal justice, one of the social sciences, or a related field from an appropriately accredited institution AND three years of progressively responsible experience in the field in which assigned; OR Bachelor’s degree in criminology, criminal justice, one of the social sciences, or a related field from an appropriately accredited institution AND six years of progressively responsible experience in the field in which instruction is to be conducted; OR an equivalent combination of education and experience.
