Description of Work

The North Carolina Department of Health and Human Services (NC DHHS) is seeking a Microsoft Power Platform System Owner to lead the management and strategic oversight of our Microsoft Power Platform environment. This is a non-managerial position focused on platform ownership and governance. This role serves as the primary subject matter expert and steward of the Power Platform for NC DHHS, ensuring that Power Platform solutions are implemented effectively, securely, and in alignment with enterprise standards and regulatory requirements. This position will combine technical administration with strategic guidance – acting as both a “guardian of the platform” and an “enablement coach” to help our teams innovate while adhering to governance policies. You will work closely with IT, security, business stakeholders, and vendors to establish best practices, optimize licensing and solution costs, and drive the successful adoption of the Power Platform across the agency.

Salary Grade Range: $81,504.00 - $122,256.00Recruitment Range: $81,504.00 - $100,000.00

  • Experience with Microsoft Power Platform (Canvas and Model-driven Power Apps, Power Automate, Power Pages, premium connectors, and related services) in developing and managing business solutions.

  • Proven ability to design, implement, and support end-to-end complex Power Platform solutions.

  • Demonstrated experience administering Power Platform environments, monitoring usage and health, and enforcing compliance with organizational policies.

  • Experience optimizing license and capacity needs for cost-effective use in an enterprise setting.

  • Proven experience working with cross-functional teams (IT, security, business units, project management, vendors) to provide guidance, advocate for best practices, and drive platform adoption.

About the NC DHHS Information Technology Division

In collaboration with our partners, the North Carolina Department of Health and Human Services (DHHS) protects the health and safety of all North Carolinians and provides essential health and human services. The IT division (ITD) is one of the divisions that report to the Operational Excellence portfolio. The ITD division comprises four sections: Implementation and Operations, Strategy and Workforce, Enterprise Technology, and Vendor and Finance. ITD offers the following services but not limited to implementations, operations, project/portfolio management, infrastructure, consulting, business division liaison, digital transformation, IT strategy, enterprise technology, IT contract and vendor management, and data office services.
