The Director of Workforce Management is a critical role within the Strategy & Operations organization of Optum Technology. This team enables Optum Technology to meet the evolving needs of its customers, partners, and employees by delivering strategic and operational solutions that unlock enterprise value.
In this individual contributor role, you will lead workforce operations in alignment with Optum Technology's global strategy. You will own and operate key workforce management capabilities including requisition governance, workforce planning, resource forecasting, and workforce analytics and reporting. You will partner closely with senior leaders, strategy and operations leads, and cross-functional teams across Talent Acquisition, People, Finance, Procurement, and Real Estate to translate strategy into executable workforce plans.
You'll enjoy the flexibility to work remotely * from anywhere within the U.S. as you take on some tough challenges. For all hires in the Minneapolis or Washington, D.C. area, you will be required to work in the office a minimum of four days per week.

Primary Responsibilities:
- Lead, optimize, and execute the Optum Technology Requisition Governance process. Embed AI to reduce administrative effort and ensure alignment with strategic priorities, financial plans, and compliance requirements
- Serve as the subject matter expert and business owner for Optum Technology workforce reporting and analytics, including ownership of automated reporting solutions and development partnerships, as well as ad-hoc analysis to support leadership decision-making.
- Own and transform the Optum Technology workforce forecasting and planning processes, enabling accurate demand and capacity planning across the organization with the assistance of AI tools
- Partner with Real Estate and Talent Acquisition teams to translate workforce forecasts into actionable hiring, location, and delivery plans
- Collaborate with Finance to integrate workforce planning with financial planning and forecasting, maintaining strong alignment between HR and financial data sets
- Lead global mobility and immigration governance for Optum Technology, ensuring policy adherence and operational efficiency
- Lead the contractor conversion governance process, partnering with business leaders and procurement to optimize workforce mix
- Define, establish, and monitor key performance indicators (KPIs) for workforce management, ensuring quality, compliance, and transparency
- Build and maintain strong relationships, rooted in business and financial acumen, to influence outcomes without direct authority
- Drive continuous improvement and innovation across workforce management processes, tools, and technologies. Leverage analytics, AI-enabled tools, and automation to reduce manual work and improve scalability

Required Qualifications:
- 5+ years of experience in workforce management, workforce planning, or related strategic operations roles, preferably within technology or complex enterprise environments
- 5+ years of program or portfolio management experience, leading large-scale, cross-functional initiatives across an organization
- 5+ years of experience participating in or leading financial and workforce forecasting activities in a complex, matrixed organization
- 5+ years of experience leading workforce planning or resource optimization initiatives
- Demonstrated understanding of technology labor models, staffing lifecycle, and performance metrics
- Demonstrated ability to use AI-enabled tools to enhance efficiency and output, including applying lightweight automation or agent-based solutions to reduce manual work
Preferred Qualifications:
- Experience in vendor management or vendor operations, specifically within technology labor, system integrators, or workforce vendors
- Demonstrated experience supporting and influencing senior leaders through clear, concise written and verbal communication
- Experience leading workforce planning or resource optimization initiatives
- Experience participating in or leading global mobility and immigration strategies and processes
- Ability to manage complex stakeholder environments, influence without direct authority, and lead change management initiatives
- Advanced Excel experience with a demonstrated ability to manipulate large data sets, extract insights, and produce executive-level reporting using formulas, pivot tables, and data models
- Communication skills with the ability to manage cross-functional relationships
