ABOUT THIS ROLE

The Director of Technical Program Management leads the technical program management function within the platform organization, driving operational excellence, platform resiliency, and cross-functional coordination across Engineering, Product, and Operations teams. This role ensures seamless execution of complex technical initiatives, manages platform SLAs, and establishes processes that enable predictable, reliable platform delivery across distributed teams across the globe. 

Responsibilities 

  • Lead end-to-end delivery of complex, multi-quarter technical programs across Platform Enterprise, Platform Foundation, and Platform Orchestration Excellence teams. 

  • Drive operational excellence by establishing and enforcing SDLC processes, release management frameworks, and quality gates. 

  • Helps the success of platform SLA management programs, incident response coordination, and post-incident analysis to meet SLA and internal SLO targets. 

  • Manage DR/BCP testing programs, platform resiliency initiatives, and risk mitigation strategies 

  • Establish tiered maintenance notification processes and change management frameworks that balance business needs with operational stability 

  • Build and develop high-performing TPM teams across distributed geographies. 

  • Create and maintain program dashboards, metrics, and reporting frameworks for executive visibility into platform health and delivery progress 

  • Lead cross-functional stakeholder management with Engineering, Product, Operations, Compliance, and external partners 

  • Drive vendor and third-party integration programs, managing dependencies and escalations 

  • Establish continuous improvement processes, retrospectives, and lessons learned frameworks to optimize delivery velocity 

  • Partner with Platform Foundation leadership on infrastructure roadmap prioritization and capacity planning 

  • Champion agile/scrum practices and ceremonies across technical teams while maintaining governance and compliance requirements 

 

  Minimum Qualifications 

  • 10+ years in technical program management, engineering program management, or related roles 

  • 5+ years managing distributed technical teams across multiple geographies 

  • Deep expertise in platform operations, SRE practices, and high-availability systems. 

  • Proven track record delivering complex, multi-stakeholder programs. 

  • Strong understanding of SDLC, CI/CD, release management, and change control processes 

  • Experience with incident management, DR/BCP testing, and operational excellence frameworks 

  • Exceptional stakeholder management and executive communication skills 

  • Bachelor's degree in computer science, Engineering, or related technical field 

 

  Preferred Qualifications 

  • Experience in financial services, fintech, or highly regulated industries 

  • Background managing platform/infrastructure teams supporting 99.99%+ SLA environments 

  • Familiarity with Apex Clearing or brokerage platform operations 

  • PMP, SAFe, or equivalent program management certification 

  • Master's degree in engineering, Computer Science, or MBA 

  • Experience leading teams across 5+ geographic locations with 12+ hour time zone differences 

  • Track record building TPM functions from the ground up or through significant transformation 

  • Strong technical background with hands-on software engineering or infrastructure experience 

  • Experience with vendor management and third-party integration programs
