The Opportunity:

CACI is seeking a highly skilled and experienced Army Budget Operations & Support Analyst to support a critical mission within the Army's Operational Medicine Information Systems (OMIS-A) program. This is a high-impact role that requires a seasoned financial professional with deep expertise in DoD/Army financial management, budget execution, and strategic financial planning. The ideal candidate will bring a strong analytical mindset, exceptional attention to detail, and the ability to navigate complex financial systems and processes in a fast-paced, mission-critical environment.

Responsibilities:

  • Execute funds across multiple appropriation types in both the General Fund Enterprise Business System (GFEBS) and Project Management Resource Tool/Comprehensive Cost and Requirement System (PMRT/CCAR), ensuring compliance with DoD financial regulations and Federal appropriations law.

  • Performs review and analysis of Congressional, Office of Management and Budget (OMB), DoD and Army requirements, programming and budget guidance and direction.

  • Supports development of PPBE options and courses of action and prepares papers, reports and briefings that present or summarize PPBE issues and trade space.

  • Develops Program Objective Memorandum (POM) products, to include Procurement and RDTE Exhibits (i.e., P&R Forms), Army Program Budget Briefs (APPBs), Issue Papers, etc.

  • Prepare, review, and process a wide variety of complex funding documents, including Military Interdepartmental Purchase Requests (MIPRs), Direct Charge Work Breakdown Structures (WBS), Purchase Requests, and 7600B Interagency Agreements, ensuring accuracy and timeliness.

  • Input, monitor, and maintain detailed Spend Plans within PMRT/CCAR, providing regular updates and recommendations to senior management for approval and strategic decision-making.

  • Perform complex reconciliations of CCAR data and conduct reforecasting activities as required to ensure accurate financial reporting and alignment with program objectives.

Qualifications:
Required: 

  • Bachelor's degree in Business Administration, Finance, Accounting, or a related field. Master's degree preferred.

  • 5+ years of progressively responsible professional experience in DoD/Army Financial Management, specifically within a Budget Analyst, Financial Technician, or equivalent role.

  • Expert-level proficiency in GFEBS, PMRT/CCAR, and the Microsoft Office Suite, with advanced Excel skills including pivot tables, financial modeling, and data analysis.

  • Deep understanding of DoD budget execution responsibilities, including the full lifecycle of funds management from obligation to closeout.

  • Comprehensive knowledge of Federal appropriations law and its application to DoD financial management activities.

Desired:

  • Certified Defense Financial Manager (CDFM) or Certified Government Financial Manager (CGFM) certification strongly preferred.

  • Completion of GFEBS L300-level courses (Cost Management, Funds Management, or Spending Chain) or equivalent advanced training.

  • Experience supporting large-scale DoD programs with multiple appropriation types, including OMA, RDT&E, and CAF funding.

  • Familiarity with supporting financial management activities in an Agile/DevSecOps program environment.

  • Experience working with multiple government agencies and managing interagency agreements and funding mechanisms.

There are a host of factors that can influence final salary including, but not limited to, geographic location, Federal Government contract labor categories and contract wage rates, relevant prior work experience, specific skills and competencies, education, and certifications. The proposed salary range for this position is:

$95,500-$210,100
