What We're Looking For:

Michael Baker International is seeking a Head of Capture Enablement to lead the systems, processes, tools, and resources that support capture excellence across the organization. In this enterprise leadership role, you will help drive consistent, scalable, and effective capture practices by overseeing strategy, standards, market intelligence, training, reporting, knowledge management, and continuous improvement initiatives.

Working closely with Capture Delivery leadership and other Growth teams, you will translate enterprise capture strategy into practical tools, frameworks, and best practices that support winning pursuits across regions, practices, and markets.

What You'll Do:

Lead Capture Enablement

  • Lead and manage the Enterprise Capture Enablement organization and its supporting functions.
  • Establish priorities, workplans, performance expectations, and resource allocation across the Enablement team.
  • Build a scalable support model that can respond to changing pursuit volume, regional needs, and enterprise growth priorities.
  • Develop team capability and provide coaching, direction, and performance management for Enablement staff.

Own Capture Standards and Methodology

  • Develop, maintain, and govern MBI’s enterprise Capture methodology, processes, standards, and operating procedures.
  • Define minimum Capture requirements based on pursuit size, complexity, strategic importance, and risk.
  • Maintain Capture plans, templates, tools, stage gates, decision criteria, and related guidance.
  • Identify where standards need to be revised based on adoption, win and loss results, user feedback, and business needs.

Lead Market Intelligence and Research

  • Direct the identification and analysis of market, client, funding, procurement, competitor, policy, and other external signals relevant to growth.
  • Establish methods for qualifying, prioritizing, and routing intelligence to Capture and Growth teams.
  • Guide the development of account, market, competitor, funding, and opportunity intelligence products.

Lead Growth Intelligence Systems and Knowledge Management

  • Oversee and maintain the systems and data structures used to capture, organize, connect, and reuse Capture and Growth intelligence.
  • Partner with Salesforce, technology, analytics, and other business teams to improve the quality and accessibility of Capture data.
  • Establish knowledge management standards for Capture plans, research, pursuit intelligence, lessons learned, and reusable assets.
  • Develop dashboards and reporting that support pursuit management, portfolio decisions, and executive visibility.

Own Capture Tools and Technology

  • Establish requirements for Capture tools, technology, automation, and AI enabled workflows.
  • Evaluate tools based on business need, usability, integration, adoption, and measurable value.
  • Partner with technology and business teams on configuration, implementation, and improvement of Capture related systems.
  • Identify opportunities to reduce administrative work and improve the quality and speed of Capture activity through automation and AI.
  • Maintain appropriate governance and human review for AI assisted Capture workflows.

Lead Training and Adoption

  • Develop and maintain the enterprise Capture training and enablement program.
  • Build training, onboarding, reference materials, office hours, and other support for Capture professionals and BD stakeholders.
  • Identify recurring capability gaps and develop targeted training or guidance to address them.
  • Build a community of practice that shares lessons, examples, and effective Capture approaches across the enterprise.

Support Governance and Continuous Improvement

  • Establish mechanisms to assess adoption, effectiveness, data quality, and Capture process performance.
  • Support portfolio reviews, gate reviews, win and loss reviews, and other Capture governance activities.
  • Translate lessons from pursuits into changes to standards, training, tools, and systems.
  • Monitor performance trends and recommend changes to improve Capture effectiveness.
  • Partner with Capture Delivery leadership to identify recurring operational barriers and develop enterprise solutions.

Partner Across the Enterprise

  • Work closely with Capture Delivery, Business Development, Practices, Proposals, Government Relations, Marketing, Salesforce, Technology, and other Growth functions.
  • Clarify interfaces, handoffs, responsibilities, and information needs across functions.
  • Support enterprise initiatives related to cross selling, priority pursuits, pipeline quality, market intelligence, and organic growth.
  • Represent Capture Enablement in cross functional initiatives that affect the enterprise Growth operating model.

What You Need to Succeed:

Required

  • 3+ years of experience in Capture, business development, growth strategy, proposal development, sales operations, market intelligence, or a related field.
  • 2+ years direct supervision experience of multi-functional teams
  • Experience designing or managing enterprise processes, standards, systems, or support functions.
  • Demonstrated ability to lead multidisciplinary teams and manage through managers or functional leads.
  • Experience with Salesforce or comparable CRM platforms.

Preferred

  • Experience in architecture, engineering, infrastructure, professional services, consulting, or government contracting.
  • Experience with market intelligence, knowledge management, dashboards, business intelligence, or workflow systems.
  • Experience implementing AI or automation in business workflows.

Compensation:

The approximate compensation range for this position is $155,000 - $175,000. This compensation range is a good faith estimate for the position at the time of posting.  Actual compensation is dependent upon factors such as education, qualifications, experience, skillset, and physical work location.
