Essential Duties and Responsibilities: 
This position is responsible for the following: Other duties may be assigned.  
  1. Priority focus area: Oversee allocation of human resources, ensuring appropriate matches between personnel. 

  1. Analyze and modify compensation and benefits policies to establish competitive programs and ensure compliance with legal requirements. 

  1. Plan, organize, direct, control or coordinate the personnel, training, or labor relations activities of an organization. 

  1. Represent organization at personnel-related hearings and investigations. 

  1. Assist with administration of compensation levels, benefits and performance management systems, and safety and recreation programs. 

  1. Oversee records maintenance and compile statistical reports concerning personnel-related data such as hires, transfers, performance appraisals, and absenteeism rates. 

  1. Assist with oversight of evaluations, classification and rating of occupations and job positions.  

  1. Assist with publishing and administration of personnel policies. 

  1. Designs personnel form and direct the maintenance of personnel records by all departments utilizing HRMS workflows and maintaining employee and HR policy manuals and handbooks. 

  1. Conducts research, assimilates data and creates a wage/salary scale along with managing job descriptions. 

  1. Review, analyze and finalize all year-end reconciliation and compliance audits and reports. 

Required Education & Experience: 

  1. Bachelor’s in business administration, Human Resource Management, Public Administration, Psychology, Education, preferred. Will accept commensurate experience.  Associates degree in the same disciplines will be considered. 

  1. Two (2) to five (5) years of experience in the human resources systems and/or recruiting 

  1. Associations with National / Local HR Organization, SHRM/SETHRA, preferred. 

Working Conditions: 

  1. Regular exposure to all weather conditions, especially hot, humid and / or rainy weather, combined with regular work time indoors in environmentally controlled conditions. 

Necessary Equipment Operation: 

  1. Office equipment, including telephone, fax machine, scanner, computer, printer, ten-key
