Position Summary
The Humanitarian Assistance Support Contract (HASC) combines deep institutional expertise, technical leadership, and a strong commitment to U.S. missions. Through HASC, Team Credence provides operational and administrative support to the U.S. Department of State (DOS) to coordinate humanitarian assistance, disaster response, and foreign assistance efforts across multiple bureaus, maintaining a 24/7 response capability.

Credence has an immediate need for a Hydrometeorologist to provide technical expertise and support to the Bureau of Disaster and Humanitarian Response (DHR) in advancing U.S. government disaster preparedness and response efforts.

DHR leads the U.S. government’s response to sudden-onset disasters and complex humanitarian crises overseas. The bureau also provides policy leadership on global food security and nutrition, as well as management of long-term agricultural research and innovation partnerships.

Within DHR, the Office of Technical Quality and Assurance (TQA) ensures the quality, effectiveness, and monitoring of all DHR-managed assistance. The office includes experts across key humanitarian sectors such as agriculture, food assistance, shelter, health, nutrition, natural hazards, economic recovery, protection, and water, sanitation, and hygiene (WASH).

The Hydrometeorologist will provide technical analysis and guidance on global hydrometeorological hazards, including floods, droughts, tsunamis, hurricanes/cyclones, and other meteorological, hydrological, and oceanic risks. Day-to-day oversight will be provided by a designated DOS Government Technical Manager (GTM), with formal supervision and evaluation conducted by a Credence contract supervisor.

Essential Duties and Responsibilities
Under the direction of the designated GTM, the Hydrometeorologist will serve as a technical advisor on hydrometeorological hazards, applying subject matter expertise to support mission objectives and deliver high-quality analysis and recommendations.

  • Monitor and interpret forecasts and information on hydrometeorological hazards such as hurricanes, cyclones, droughts, floods, and tsunamis to provide technical advice and assistance to DHR and real-time analysis of imminent and potential hydrometeorological hazard events.
  • Provide technical advice to support USG disaster response planning for international hydrometeorological hazard events such as floods, droughts, tsunamis, hurricanes, cyclones, El Nino, and other meteorological, hydrological and oceanic hazards.
  • Serve on USG disaster response teams and assessment teams to provide real-time hydrometeorological information and forecasts to support USG disaster response operations as needed.
  • Review project proposals, concept papers and other documents on hydrometeorological hazards.  Provide technical advice, assessment, evaluation and guidance to DHR projects and implementors in coordination with other technical staff.  Prepare background documents, briefing papers, and other relevant documents as needed.
  • As appropriate, apply new developments in hydrometeorology to DHR programming, and support development of plans to lessen the impacts of hydrometeorological hazards and support disaster and emergency preparedness.
  • Maintain a travel ready status and as needed, serve on Disaster Response Teams (DART) and serve on Washington-based Response Management Teams (RMTs), which provides services and support to DARTs deployed in response to disasters. The duties on RMTs will vary. DARTs may require immediate (within 24 hours) deployment overseas for an extended period of time.
  • Other duties as assigned.

Requirements
  • Master’s degree and at least 7 years of professional experience, OR Bachelor’s degree and at least 9 years of professional experience. 
  • Education must include significant study in or pertinent to specialized fields including but not limited to meteorology, hydrology/civil engineering, hydrometeorology, or atmospheric science.
  • Professional experience must include progressively responsible experience working in hydrometeorological early warning as it relates to disaster response and preparedness.
  • Must have two (2) years of operational (domestic or overseas) experience in meteorology or hydrology.
  • U.S. citizenship and the ability to obtain and maintain a U.S. Government–issued Secret clearance for the duration of employment are required.
  • May be required to pursue a U.S. Department of State medical clearance for the duration of employment on this contract.
