Responsibilities

Peraton is seeking a Junior Business Analyst (Data Mapping) with experience in federal data systems and environmental programs to support requirements analysis and stakeholder coordination on behalf of NOAA Fisheries (the National Marine Fisheries Service, the federal agency within NOAA responsible for managing and conserving U.S. marine resources) on a federal data integration program. You will work closely with the NOAA BA SME to document NOAA Fisheries requirements, support data mapping activities, and assist with stakeholder coordination.


The Department of the Interior (DOI), U.S. Fish and Wildlife Service (FWS), and NOAA's National Marine Fisheries Service (NMFS) have identified a critical gap in the federal government's ability to conduct comprehensive Endangered Species Act (ESA) research. While FWS operates an authoritative web-based platform for managing data for terrestrial and freshwater species, it does not currently include NMFS marine and anadromous species data forcing agencies to rely on separate, manual processes. This program closes that gap by integrating marine and anadromous species data into the existing FWS platform, creating a single, unified experience for all ESA-listed species


Work Location: Remote  


Day to Day Responsibilities:

  • Support the NOAA BA SME in documenting NOAA Fisheries consultation requirements, data system characteristics, and species data standards
  • Conduct detailed analysis of NOAA Fisheries source data structures to support schema harmonization and source-to-target mapping activities
  • Document NOAA Fisheries-specific user stories and acceptance criteria for species display, habitat designation presentation, and template content
  • Assist in facilitating NOAA Fisheries SME requirements workshops and capturing meeting notes, decisions, and action items
  • Support the development of NOAA Fisheries-specific pilot consultation scenarios including marine-only and anadromous species consultation types
  • Assist in tracking NOAA Fisheries SME review and approval activities for deliverables requiring authorization
  • Support the development of NOAA Fisheries partner office-facing training materials and job aids
  • Maintain traceability matrices linking NOAA Fisheries requirements to implemented features and test cases
  • Assist in compiling NOAA Fisheries-specific content for progress reports and the year-end final report
Qualifications

Basic Qualifications:  

  • Bachelor’s degree and 2 years of professional experience, or a Master’s degree and 0 years of professional experience, or an Associate’s degree and 4 years of professional experience, or a High School diploma/equivalent and 6 years of professional experience.
  • U.S. Citizenship required; must have the ability to obtain and maintain a Public Trust clearance; all work must be performed within the United States.
  • Experience supporting business analysis experience on federal IT or data programs.
  • Experience writing user stories, acceptance criteria, and requirements documentation.
  • Experience supporting data mapping or data integration requirements analysis.
  • Strong facilitation support and meeting documentation skills.

Preferred Qualifications:

  • Familiarity with NOAA Fisheries data systems or marine/environmental science data.
  • Direct experience with NOAA Fisheries data systems or marine species databases.
  • Experience supporting federal environmental regulatory programs.
  • Experience contributing to program status reports or monthly progress reports.
  • Familiarity with Agile delivery methodologies.
  • ECBA or CCBA certification.

Target Salary Range$51,000 - $82,000. This represents the typical salary range for this position. Salary is determined by various factors, including but not limited to, the scope and responsibilities of the position, the individual’s experience, education, knowledge, skills, and competencies, as well as geographic location and business and contract considerations. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay.
