Job Description

Position Summary

The Lead Cost Engineer / Cost Manager will be responsible for the development, implementation and management of all project cost control, forecasting, Value of Work Done (VOWD), performance measurement and cost reporting activities throughout the engineering and module fabrication phases of the project.

The successful candidate will establish and maintain robust cost control processes, oversee project forecasting and earned value methodologies, and drive integration between cost, schedule, progress and risk management functions. The role will also support the delivery of digital project controls solutions, leveraging automation, data analytics and AI-enabled reporting tools to improve productivity, forecasting accuracy and management insight.

This position requires significant experience supporting large LNG, oil and gas, petrochemical or major capital projects, together with a strong understanding of modular execution strategies, fabrication progress measurement and EPC cost control methodologies.

Key Responsibilities

  • Lead project cost control, forecasting, and financial performance management.
  • Manage EAC, ETC, VOWD, EVM, cost risks, trends, and change control processes.
  • Monitor engineering, procurement, fabrication, and contractor cost performance.
  • Develop cost reports, dashboards, forecasting models, and performance analytics.
  • Integrate cost, schedule, progress, and project controls data for decision-making.
  • Support governance reviews and provide financial insights to project leadership.
  • Collaborate with project, commercial, finance, and contractor stakeholders.

Qualifications

Minimum Requirements

  • Bachelor’s degree in Engineering, Quantity Surveying, Finance, Project Controls, or related field.
  • 12-15 years’ cost management experience on major EPC projects, including 5+ years in a lead role.
  • Experience in LNG, Oil & Gas, Petrochemical, or major energy projects.
  • Strong expertise in cost control, forecasting, earned value, and project controls.

Additional Technical Skills

  • Cost Control & Forecasting (EAC/ETC)
  • VOWD & Earned Value Management (EVM)
  • Cost Risk & Change Management
  • Integrated Project Controls & Trend Analysis
  • Advanced Excel, Power BI, SAP, EcoSys, Prism, or similar tools
  • Digital Reporting, Analytics, and AI-enabled Project Controls (preferred)
  • LNG, Modular EPC, and Fabrication Yard Experience (preferred)
  • Japanese language skills (advantageous)

Preferred Profile

  • Experience on large LNG and modular EPC projects.
  • Strong capability in cost, schedule, and progress integration.
  • Experience supporting engineering offices and international fabrication yards.
  • Familiarity with automated reporting and digital project controls environments.
