Primary Purpose

The Environmental Engineer – Air Monitoring and Reporting (EE-AMR) role develops and implements programs, policies, procedures, and processes in support of the Port Arthur LNG (PALNG) terminal facility's environmental compliance strategies. The EE-AMR maintains a strong working knowledge of air-focused environmental regulations, permitting processes and how current and future regulations may impact operations. Preparation and submittal of annual emissions inventory, semi-annual deviations reports, and compliance certifications. Manages the Title V reasonable inquiry process. Investigates potential deviations and non-compliance with air permit conditions, The EE-AMR is responsible for performing and/or overseeing environmental tasks to ensure compliance with Federal, State, and local regulatory requirements in support of business functions. Duties may include regulatory permitting, regulatory applicability determinations, managing source testing and monitoring emissions from flares, thermal oxidizers, and combustion turbines. Developing and conducting environmental training, auditing, providing technical guidance to business units, preparation of presentations and technical reports, and interpretation of data. EE-AMR reports directly to the Environmental Superintendent and will primarily be located at the PALNG site. Occasional travel to Contractor's offices or HCOE may be required.


Duties and Responsibilities

  • Support the Environmental Superintendent with accomplishing various tasks related to emissions determinations, environmental permitting, reporting, routine inspections, emergency response and participating in and overseeing environmental recordkeeping. • Provide oversight and training to ensure compliance with the requirements of applicable permits, rules, regulations and other best practices.
  • Performs annual emissions inventory and semi-annual deviations report generation and submittal. • Support the engineering team to provide calculations for routine and non-routine emissions especially MSS activities • Support I&E group with required continuous monitoring equipment specified in our operating permits • Attend and participate in internal and external audits.
  • Conduct environmental testing and data collection required to comply with all Federal, State, and local environmental regulations, permits, and conditions/requirements (including but not limited to Title V, EPA greenhouse gas, etc). • Provide environmental representation, training, guidance, and support to the site's business unit. Ensure continuous reporting and compliance documentation to the Environmental Superintendent and support to the environmental compliance & permitting department staff.
  • Support response and remediation efforts involving minor spills and ensure notifications for environmental incidents/releases are made per regulation.
  • Participate in investigations of environmental incidents, and root cause analysis of environmental incidents.
  • Perform and support data entry into compliance management system and assist in development and maintenance of system sustainability programs as requested. • Maintain a constant presence of environmental stewardship by always observing site conditions, awareness of local wildlife in the area, and enforcing good housekeeping practices throughout terminal facilities.
  • Inform and update Environmental Superintendent of any deviations related to permitting conditions or environmental performance. Seek continuous improvement in alignment with Sempra Infrastructure and facility performance goals.
  • Perform other duties as assigned (no more than 5% of duties).

Education

Bachelor's Degree - Chemical Engineering, Environmental Engineering, or related field. Required


Experience

3+ years of progressive experience in air quality management and environmental compliance in support of LNG, gas processing, refinery, or petrochemical facilities. Required


Knowledge, Skills and Abilities

Possess an understanding of applicable federal, state, and local environmental laws, regulations, codes, standards, and permits required to construct and operate LNG terminals, including but not limited to: EPA, TCEQ, FERC, USACE, USFWS, USDOT, the Clean Air Act, and Natural Gas Act is required. Advanced

Possess a knowledge of air emission monitoring techniques, air compliance reporting, and emissions management. Advanced

Possess analytical thinking and ability to utilize concise data and information while working through problems and implementing solutions. Advanced

Organized and able to manage multiple and complex activities and programs timely and with a high degree of accuracy. Advanced

Possess extensive experience in meeting project goals and objectives utilizing forward looking approach. Advanced

Exceptional written, verbal, and interpersonal communication skills. Advanced

Possess strong working knowledge and understanding of regulatory agency requirements with exceptional regulatory interpretation and application skills. Advanced

Possess extensive knowledge and proficiency in the use of Microsoft Office Suite (i.e., Word, Excel, PPT, Visio) to convey information with clarity through presentations and reports. Intermediate

Preferred Bilingual – English/Spanish. Intermediate


Licenses and Certifications

Transportation Worker Identification Credentials (TWIC) or ability to obtain. Required

CPR, First Aid certified, or can obtain certification, and have knowledge of emergency procedures. Maintain valid certifications and training required to support job functions as applicable. Preferred


Other working conditions

Walking Up & Down Slopes and on uneven surfaces. Must be able to climb stairs and ladders that ranges from 4 ft to 200 ft. Able to work outdoors, exposed to extremes of seasonal temperatures (heat and cold), precipitation, and loud noise. Must be able to wear safety equipment such as safety harness, respirator and other protective equipment as needed to perform job. Willing to be on call, work outside normal business hours as required and handle emergency response responsibilities. Willing to travel for trainings and/or meetings as required.
