Description:
- The Programmer IV works under the direction of the Manager of Information Systems Support and performs highly complex (senior-level) computer programming and analysis work.
- Work involves leading automation projects of significant size, complexity, and importance with responsibility for project completion, implementation, and maintenance, including organizational data modeling, establishment of standards, and implementation of legislation.
- Assists in development and implementation of new or enhanced policies and technical recommendations for IT administration. Works under limited supervision with considerable latitude for the use of initiative and independent judgment.

- Strong experience developing applications using Microsoft .NET (VB)
- Strong T-SQL skills
- Experience with SQL Server Integration Services (SSIS)
Essential Job Functions
- Leads small to large scale automation projects, including developing and implementing project plans and supervising the work of assigned staff.
- Supervises or performs high-level and detailed analysis of end user business processes and automation needs and develops application systems or new computer programs and enhancements for existing programs to better meet those needs.
- Supervises or performs the coding, testing and debugging of programs.
- Responds to requests for assistance routed by Helpdesk staff and troubleshoots and resolves application-related problems, including interacting with agency staff as needed.
- Documents programming logic and actions; drafts user procedures.
- Develops and documents technology standards for the agency.
- Participates in or leads walk thrus and demonstrations of programs and applications.
- Maintains and enhances programming and IT knowledge and skills; assists in providing training and technical assistance to IT staff.
- Assists in supervising staff assigned to projects, including planning and assigning work, and providing input for hiring and performance evaluations.
- Performs related work as assigned.
Minimum Qualifications Education and Experience:
- Bachelor’s degree from an accredited four-year college or university (or High School graduation or equivalent and substitute full-time responsible work experience for the required education on a year for year basis).
- Four years of full-time computer programming experience.
- One year of experience supervising or leading major automation projects.
- Experience managing projects and developing applications utilizing a well-defined systems development lifecycle methodology (SDLC).
Knowledge, Skills, and Abilities:
- Extensive knowledge of the principles, practices, and techniques of computer programming and systems analysis and design, and of all phases of software development and project management.
- Skill in leading automation project teams and in organizing, directing and motivating staff to meet project goals and objectives.
- Skill in analyzing problems and devising innovative and effective solutions, including collecting and analyzing complex data, evaluating information and business processes, and drawing logical conclusions.
- Skill in writing complex computer programs.
- Skill in planning, organizing and coordinating work assignments to effectively meet frequent and/or multiple deadlines, in handling multiple tasks simultaneously, and in managing conflicting priorities and demands.
- Skill in performing detailed work with a high degree of accuracy.
- Skill in effective verbal and/or written communication of complex technical information to people of varying technical backgrounds.
- Skill in using a computer in a Windows environment with word processing, spreadsheet and other business software.
- Ability to establish and maintain harmonious working relationships with co-workers, agency staff, and external contacts, and to work effectively in a professional team environment.
