The OASIS Business Development Operations Manager is responsible for leading and executing OASIS Business Development Operations to achieve daily, weekly, monthly, and quarterly operational objectives. This role requires extensive experience managing business development activities within Federal OASIS-SB and/or OASIS-Plus environments, including pipeline management, capture strategy development, and team leadership.

  • Maintain the OASIS opportunity pipeline, ensuring data accuracy, currency, and completeness

  • Generate pipeline and performance reports for the Business Development Team and OASIS Program Manager

  • Conduct outreach to Government Contracting Officers and Contracting Specialists to validate opportunity data, including:

    • Requests for Information (RFI)

    • Sources Sought

    • Requests for Proposal (RFP) release dates

    • Acquisition strategies

  • Track and monitor multiple government information sources to identify and research federal contract opportunities

  • Collect business intelligence and perform customer and competitor analysis

  • Conduct internal assessments of company strengths and weaknesses to support win strategy development

  • Develop capture strategies, identify capture management actions, and execute capture plans

  • Lead and conduct opportunity reviews

  • Collaborate cross-functionally with internal teams to develop a total solution aligned with client requirements

  • Supervise and manage a team of five (5) Business Development Analysts

Required Experience
  • Minimum 5 years of experience as a Federal Prime Contractor Small Business supporting OASIS-SB or OASIS-Plus

  • Minimum 5 years of experience as a Federal Prime Contractor SDVOSB supporting OASIS-SB or OASIS-Plus

  • Minimum 5 years of experience in Business Development Management within OASIS-SB or OASIS-Plus environments

Minimum QualificationsEducation
  • Bachelor’s Degree (BS or BA) in one of the following or a related field:

    • Science

    • Mathematics

    • Engineering

    • Biology

    • Medical

Security Clearance
  • Ability to obtain Secret Security Clearance (required)

Preferred Qualifications
  • Military Veteran, with preference for former Military Officers
