Keeley Construction is looking for a Procurement Director to join our team. This person will be responsible for leading and optimizing the company’s end-to-end procurement strategy across all industrial construction operations. This role oversees sourcing, subcontractor strategy, supplier management, and procurement operations to ensure cost competitiveness, schedule reliability, and risk mitigation across a diverse portfolio of projects. The ideal candidate brings a strong background in industrial construction procurement, deep knowledge of self-perform contracting environments, and the ability to drive process discipline, vendor performance, and cross-functional alignment with estimating,

Primary Responsibilities

  • Develop and execute a national procurement strategy aligned with company growth objectives.
  • Lead sourcing strategies for key categories including subcontracted scopes (civil, electrical, insulation, scaffold, coatings), fabrication (pipe, structural steel, rebar), bulk materials, and consumable purchasing.
  • Establish long-term supplier and subcontractor partnerships to improve pricing, reliability, and capacity.
  • Partner with estimating and preconstruction teams to ensure early procurement engagement on pursuits, drive competitive bid coverage and leveling strategies, and identify procurement-related risks and opportunities.
  • Standardize procurement input into: estimate development and proposal strategy, subcontractor pre-qualifications, bonding/bond waivers, new vendor setup process, buyout log development, and buyout strategy.
  • Oversee procurement lifecycle and implement/enforce procurement processes, policies, and controls.
  • Drive adoption of digital tools and systems (CMiC, procurement platforms, Power BI reporting).
  • Establish KPI-driven performance management across procurement activities.
  • Develop and maintain a qualified vendor and subcontractor network.
  • Lead vendor prequalification, performance evaluation, and risk assessment.
  • Negotiate commercial terms, master service agreements, and strategic contracts.
  • Monitor supplier performance related to cost, schedule, safety, and quality.
  • Identify cost-saving opportunities through strategic sourcing, volume leverage, and market intelligence.
  • Mitigate risks related to material escalation, supply chain disruptions, and labor availability (subcontractor capacity).
  • Support project teams with procurement issue resolution during execution.
  • Lead, mentor, and develop procurement team members across regions/projects & stablish clear roles, responsibilities, and career progression pathways.

Minimum Qualifications

Required

  • Bachelor’s degree in Supply Chain, Construction Management, Engineering, Business, or related field.
  • 10+ years of progressive procurement experience in industrial construction or EPC environments.
  • Demonstrated experience managing subcontractor procurement and fabrication sourcing.
  • Strong commercial acumen and contract negotiation expertise.
  • Experience working in a self-perform contractor environment.

Preferred

  • Experience with ERP/procurement systems (e.g., CMiC, SAP, Oracle, Viewpoint, or similar).
  • Familiarity with open-shop & union labor environments and multi-state operations.
  • MBA or advanced degree.
  • Experience supporting large-scale capital projects ($50M+).
