Why you will love this opportunity as Product Manager at Civica
As a Product Manager, you are responsible for defining the strategic vision for your team, driven by Civica’s overall vision, and for creating product roadmaps that align to Civica’s strategic goals. You lead other product managers and collaborate closely with product design, user research, engineering, and commercial teams.
You oversee the lifecycle management of your product, ensuring alignment with the company’s mission and vision of becoming a global GovTech champion, while delivering critical products and services to citizens around the world. You play a key role in shaping and delivering Civica’s next generation of cloud-based, AI-enabled solutions across our Library solution.
This is a Global product that supports over 2,000 schools, libraries, and public sector organizations, and 8,000 sites across the UK, Ireland, APAC, and North America, helping them operate more efficiently, improve engagement, and deliver better outcomes for citizens.
You are an expert in creating clear and precise, customer- and outcome-focused requirements. You lead by example and are hands-on in executing the product strategy for your product delivery, ensuring that product development practices and roadmaps are aligned to our global vision to maximize productivity and growth.
Working at the intersection of product, engineering, and data, you help define how AI is practically applied, focusing on real-world use cases such as workflow automation, decision support, and user experience enhancement. You ensure solutions are human-led, trustworthy, and aligned with Civica’s commitment to responsible AI.

What you will do to be successful in this role
Key responsibilities
- Experience delivering AI-powered product features and working within teams that leverage AI-assisted development (e.g. LLM tooling, automation) to improve delivery and product outcomes
- Strong AI fluency, including a practical understanding of machine learning, generative AI, and data-driven product design
- Experience partnering with engineering teams building AI/ML-powered solutions
- Understanding of core AI concepts (e.g. model performance, accuracy, bias, and limitations) and their impact on product design and user experience
- Develop and maintain a deep understanding of customer needs, market trends, and business goals
- Work closely with various stakeholders across multiple time-zones in engineering, design, marketing, commercial, and customer success
- Conduct customer interviews, surveys, and market research
- Define and prioritize product requirements
- Oversee the entire product development lifecycle
- Identify upcoming risks and proactively implement strategies to mitigate them, ensuring successful product delivery
- Together with the Technical Product Manager, make trade-off decisions when faced with conflicting priorities, resource constraints, or technical limitations
- Collaborate with engineering and design teams to shape solutions that are scalable, feasible, and aligned to customer and business needs
- Drive prioritization, trade-offs, and decision-making across stakeholders
- Plan and execute successful product launches
- Analyze data and metrics to measure performance
- Use data and metrics to inform product strategy and continuous improvement
- Foster strong documentation, knowledge sharing, and clear product communication
Requirements
- Demonstrated experience as a Product Manager, working in a modern software or product-led organization
- Proven ability to prioritize features and requirements based on customer needs, business goals, and technical considerations
- Strong customer focus, with a continuous drive to understand user needs, pain points, and opportunities to deliver value
- Strong analytical skills, with the ability to use data and insights to inform product decisions and measure performance
- Experience working collaboratively with cross-functional teams, including engineering, design, marketing, commercial, and customer success
- Ability to adapt to changing market conditions, customer needs, and business priorities
- Strong problem-solving skills, balancing customer, business, and technical trade-offs
- Familiarity with Agile ways of working, collaborating closely with engineering teams to deliver value iteratively
- Experience building and maintaining relationships with third-party partners and vendors, enabling integrations and ecosystem growth
- Understanding of integration patterns (e.g. APIs, webhooks, data exchange) to support connected product ecosystems
- Act as a subject matter expert in North American regulatory and compliance requirements (e.g. data privacy, security legislation such as the Patriot Act)
- Represent the product at industry conferences and roadshows, supporting market engagement, customer insight, and commercial opportunities
