Job Description:

Tria Federal (Tria) is seeking a talented Senior Program Manager to support a large-scale Department of Veterans Affairs (VA) Office of Information and Technology (OIT) Infrastructure Operations program focused on Application Services supporting mission-critical enterprise applications and operational environments.

The Senior Program Manager will oversee enterprise application operations, middleware support, cybersecurity operations, database administration, web infrastructure, operational sustainment, and healthcare-supporting operational environments. The ideal candidate will work collaboratively with customer leadership, engineering teams, cybersecurity personnel, and operational stakeholders to ensure successful delivery of enterprise application services across highly visible operational ecosystems.

This role supports the agency’s modernization and operational sustainment efforts by improving operational resiliency, supporting cybersecurity compliance initiatives, coordinating cross-functional operational teams, and ensuring reliable enterprise application support services across complex federal environments.

Basic Requirements:
  • 15+ years of experience supporting enterprise IT operations with at least 10 years managing large federal operational support programs.
  • Bachelor’s Degree in Information Technology, Computer Science, Engineering, Business Management, or related field, or equivalent professional experience.
  • Experience supporting enterprise operational environments within the Department of Veterans Affairs (VA), Department of Defense (DoD), or other federal agencies.
  • Experience managing enterprise operational support programs involving:
    • Middleware operations
    • Enterprise application sustainment
    • Cybersecurity operations
    • Database administration
    • Web infrastructure support
    • Operational governance
    • Operational support services
  • Experience supporting operational governance activities including:
    • SLA/KPI management
    • Executive reporting
    • Risk management
    • Customer engagement
    • Incident management
    • Operational reviews
    • Transition support
  • Experience supporting cybersecurity compliance initiatives including:
    • RMF
    • ATO support
    • Vulnerability management
    • Continuous monitoring
    • POA&M management
    • Compliance reporting
  • Experience managing operational teams supporting:
    • Oracle WebLogic
    • Apache Tomcat
    • Oracle databases
    • SQL Server
    • Enterprise web environments
    • Middleware integration
  • Experience supporting highly visible enterprise operational environments within healthcare or mission-critical federal ecosystems.
  • Strong communication skills with the ability to lead executive briefings, operational reviews, customer engagements, and cross-functional discussions.
Additional Qualifications:
  • PMP certification preferred.
  • ITIL certification preferred.
  • Experience supporting operational modernization and enterprise sustainment initiatives.
  • Experience supporting geographically dispersed operational teams.
  • Familiarity with federal cybersecurity and compliance frameworks including NIST and RMF.
  • Experience supporting 24/7 operational support environments.
Responsibilities:

Responsibilities include overseeing enterprise Application Services operational environments supporting middleware operations, enterprise applications, database administration, cybersecurity operations, web infrastructure, and operational sustainment activities. The Senior Program Manager will lead operational governance activities including SLA/KPI reporting, executive reporting, customer engagement, risk management, operational reviews, and cross-functional coordination.

The Senior Program Manager will coordinate operational teams supporting enterprise middleware, database, cybersecurity, and application sustainment environments while supporting operational modernization, resiliency, and optimization initiatives. In addition, the Senior Program Manager will collaborate with customer leadership, engineering teams, operational stakeholders, and cybersecurity personnel to ensure successful delivery of enterprise operational services.

The Senior Program Manager will proactively identify operational risks and delivery gaps, support operational continuity initiatives, oversee transition and sustainment activities, and help maintain operational compliance across highly visible enterprise environments supporting mission-critical healthcare systems environments supporting mission-critical healthcare systems.
