One Federal Solution is seeking a qualified Program Manager to provide overall contract management, coordination, performance oversight, and change leadership in support of acquisition workforce modernization and adoption initiatives.

The PM will be responsible for overall contract management, coordination, and performance and will serve as the primary point of contact between One Federal Solution and the Contracting Officer’s Representative (COR) for task order-related coordination.

Minimum Responsibilities

Minimum responsibilities shall include, but are not limited to:

  • Providing overall change leadership, strategic direction, and oversight of acquisition workforce modernization and adoption initiatives
  • Developing and maintaining the Change Management Program Plan, stakeholder engagement strategy, communication cadence, and monitoring framework
  • Serving as the primary contractor point of contact with the Government COR
  • Coordinating contractor activities and resources in support of contract requirements
  • Ensuring timely delivery of contract deliverables in accordance with the PWS and Government direction
  • Leading stakeholder impact analysis, resistance mitigation planning, and reinforcement strategy implementation
Required Qualifications and Experience

The Program Manager shall possess qualifications and experience commensurate with the responsibilities of the role, including:

  • A recognized change-management certification such as Prosci Change Management Certification, the Association of Change Management Professionals (ACMP) Certified Change Management Professional, or an equivalent credential; the Project Management Professional (PMP) certification; or a comparable Federal acquisition project or program management credential, such as those issued by the Federal Acquisition Institute (FAI) or the Defense Acquisition Workforce Improvement Act (DAWIA) program (or an equivalent Government-recognized project/program management qualification)
  • A minimum of five (5) years of experience leading or supporting structured organizational change, modernization, or workforce transformation initiatives within federal agencies or complex organizations
  • Demonstrated experience conducting stakeholder impact assessments, developing change strategies, and facilitating adoption of new processes or operating models
  • Experience leading cross-functional engagement efforts and facilitating workshops, briefings, and executive-level discussions
  • Documented experience providing strategic advisory, organizational transition support, or change management services
Minimum Skills

The PM shall be proficient in the use of common business, project management, and collaboration tools necessary to support remote contract performance, including:

  • Microsoft Office applications
  • Collaboration platforms (e.g., Microsoft Teams or successor technologies)
  • Project or workflow management tools (e.g., Microsoft Project or equivalent)
  • Smartsheet or equivalent tools
