The Opportunity

Concord is seeking a Project Compliance Manager to join our fast growing Compliance Management team in a dynamic setting emphasizing innovation, flexibility, teamwork and a commitment to putting the client first.

We are looking for candidates who are committed to continuous learning, enthusiastic about contributing to our shared success, posses strong interpersonal skills and are laser focused on finding new ways to deliver value to the organizations we serve. We value adaptability, honesty, intellectual curiosity and integrity.

As a Project Compliance Manager you'll serve as the front-line relationship lead for our clients, EPCs, subcontractors, supplier and other stakeholders to ensure projects are in compliance with applicable requirements for energy efficiency and clean energy incentives and credits. This role requires exceptional interpersonal skills, particularly in communicating with clients and other stakeholders, and assisting with the collection of critical project documentation.

The responsibilities for this role include but are not limited to:

  • Serve as the day-to-day relationship manager between Concord, clients, EPCs, subcontractors, suppliers, and owners.

  • Validate and communicate prevailing-wage & apprenticeship requirements, guiding all stakeholders on documentation standards, data-submission timelines, and corrective actions.

  • Drive onboarding through Concord Caisson, capturing complete project-setup data from each stakeholder.

  • Oversee weekly certified-payroll collection, review submissions against compliance benchmarks, and coordinate rapid follow-ups when issues arise.

  • Continuously monitor project performance to flag emerging compliance risks and spearhead mitigation efforts.

  • Provide training and hands-on guidance so every contractor understands—and confidently meets—their compliance obligations.

Requirements:

  • 3+ years in compliance management (or similar) within the construction industry.

  • Hands-on experience with Davis-Bacon prevailing-wage compliance, construction payroll, and related regulations.

  • Direct exposure to apprenticeship-program compliance, monitoring, and reporting.

  • Sharp analytical skills and extreme attention to detail.

  • Excellent communication & interpersonal skills, including the ability to engage stakeholders effectively via video.

  • Proven self-motivation in a remote environment—you own your calendar and deliverables.

  • Comfort interacting with executive-level leadership (internally and with key clients).

  • Bachelor’s degree in Business Administration, Construction Management, Finance, or a related field.

Nice to Haves:

  • Professional certifications in compliance (e.g., CCMP, CCEP, OSHA-30).

  • Background in project management for clean-energy projects, construction, or construction-adjacent industries.

  • Experience managing compliance with federal or state prevailing-wage requirements and/or project labor agreements.

  • Deep familiarity with apprenticeship programs, including tracking apprentice participation and apprentice-to-journeyworker ratios.

  • Prior use of payroll-compliance tools such as LCPtracker, Elations, E-Bacon, B2Gnow, PRISM, or SkillSmart.

  • Hands-on experience with payroll software—ADP, Paychex, Viewpoint, QuickBooks, etc.

  • Advanced Microsoft Office skills, especially Excel (pivot tables, complex formulas) and PowerPoint (data-driven visuals).

  • Understanding of—and experience collaborating with—the software-development process (Agile, feature testing, user feedback).

This position is 100% remote.
