The Project Manager - Data Analytics Lead will lead performance measurement, program evaluation, reporting, decision support, and data-driven modernization for VA TAP. The Lead will integrate quantitative and qualitative information from VA and interagency sources to identify program needs, prioritize improvements, evaluate pilots and modernization initiatives, and translate findings into actionable recommendations for TAP leadership.  

The VA Transition Assistance Program (TAP) helps transitioning Service members and their families understand and access the VA benefits, services, and resources available to them as they transition from military to civilian life. VA delivers TAP services at more than 300 military installations across the Continental United States (CONUS) and areas Outside the Continental United States (OCONUS) through a network of Benefits Advisors, supported by standardized curriculum, training, program operations, and performance management. The program is part of the broader interagency Transition Assistance Program delivered in partnership with the Department of War, Department of Labor, and other Federal agencies. 


Please note that this position is contingent upon award (estimated December 2026). We expect this role to be remote, but periodic travel may be required to support program activities, customer meetings, and operations at U.S. and overseas locations. Travel frequency will vary based on program needs. 

Primary Responsibilities:

  • Lead program data collection, management, modeling, analysis, visualization, and reporting activities supporting TAP operations, performance management, and modernization. 
  • Develop and implement a performance analysis framework for evaluating TAP performance, outcomes, service delivery, and improvement initiatives. 
  • Conduct quantitative and qualitative analyses to identify program gaps, trends, emerging needs, risks, and improvement opportunities. 
  • Integrate and analyze data from VBA, Geographic Information Systems (GIS), other VA organizations, Department of Labor, Department of War, and other relevant interagency sources. 
  • Analyze information collected through surveys, interviews, focus groups, and other research methods. 
  • Develop program performance metrics and provide monthly and ad hoc performance reporting, dashboards, and decision-support products. 
  • Conduct gap analyses, SWOT analyses, data mapping, performance assessments, and other analytical studies. 
  • Use analytics to identify and prioritize TAP modernization and continuous-improvement opportunities, including initiatives with the greatest potential operational or programmatic return. 
  • Support development of strategic action plans and modernization implementation plans based on analytical findings. 
  • Establish measures for pilots and modernization initiatives, evaluate results, and recommend whether and how successful approaches should be scaled. 
  • Translate complex analyses into actionable findings and recommendations that can be operationalized by TAP leadership. 
  • Prepare executive-level reports, briefings, presentations, and documentation for Government leadership and interagency stakeholders. 
  • Support recurring and short-notice Government data calls and ensure analytical products are accurate, defensible, understandable, and appropriate for executive audiences. 
  • Coordinate analytics activities with the Program Manager, Operations Lead, Curriculum Lead, Government stakeholders, and interagency partners. 

Minimum Requirements:

  • Bachelor's degree in Data Analytics, Statistics, Computer Science, or a related field. 
  • Minimum of 10 years of relevant experience managing complex data analytics, performance measurement, program evaluation, or decision-support initiatives for large-scale programs. 
  • At least 5 years of experience supporting similar initiatives within the Federal Government or Department of War (DoW). 
  • Experience managing Government program data collection, modeling, analysis, and development of analytical products used to support program management and executive decision-making. 
  • Experience preparing executive-level reports, briefings, and documentation deliverables. 
  • Demonstrated ability to synthesize complex quantitative and qualitative information and communicate findings to senior stakeholders. 
  • Experience developing performance measures, analytical reports, or decision-support products. 
  • Strong project management, analytical, written communication, and presentation skills. 

Preferred Qualifications:

  • Experience supporting VA Benefits programs, military transition programs, or Veteran services. 
  • Experience developing program evaluation, performance measurement, or continuous-improvement frameworks. 
  • Experience developing executive dashboards and data visualizations. 
  • Experience integrating and analyzing data from multiple Government or interagency sources. 
  • Experience with GIS or geospatial data and analysis. 
  • Experience designing or analyzing surveys, interviews, focus groups, gap analyses, and/or SWOT analyses. 
  • Experience using analytics to support strategic planning, program modernization, pilot evaluation, or continuous improvement.
