Job Description
BAE Systems Combat Mission Systems (CMS) is hiring a Proposal Manager with hands on experience leading captures from identification to award. As a Proposal Manager you will play a key role in the development of sole-source proposals in response to Government solicitations. You will work closely with our team of Proposal Analysts and cross-functional capture teams to ensure proposal responses meet quality standards and are completed on schedule. Additional compliance to BAE System's LCM phases 0 - 1B is required, including developing integrated proposal schedules with phase reviews, bid status reviews, and technical bid approval.
  • This role can be based out of major CMS sites, including York, PA; Sterling Heights, MI; Louisville, KY; Maple Grove, MN; and Phoenix, AZ
  • This is a Hybrid schedule where you will work 3 days onsite weekly
  • There will be 10% travel

Responsibilities:
  • Review and analyze solicitation and related documents ensuring final proposal product is compliant and delivered on schedule
  • Work with Proposal teams to develop materials including but not limited to proposal outline, compliance matrix, cost proposal management plans, schedules, Basis of Estimates, Program Actuals, and proposal exhibits
  • Provide training, direction, and guidance to proposal teams on all aspects of sole-source proposal development, based on the interpretation and application of DFAR requirements, BAE Systems policy, and the Lifecycle Management framework
  • Conduct daily status meetings and track action items to closure
  • Provide support for the review of functional Basis of Estimates
  • Support Proposal Peer Review Process to ensure quality and completeness of proposal submission documents
  • Participate in Proposal Negotiations Preparation as assigned
  • Interface with Business Development, Capture Management, Pricing & Estimating, Engineering, Program Management, Program Finance, Manufacturing, Contracts, Security, Supply Chain, and other stakeholders for proposal related activities and to communicate proposal scope of work

Required Education, Experience, & Skills
  • Eligibility for United States Department of War (DoW) Secret Security clearance
  • Bachelor's Degree and 8 years work experience or equivalent experience
  • Experience in Proposal Management
  • Experience in Department of War (DoW) Contracting proposal leadership
  • Microsoft Office advanced skills; Excel, Word, Project, SharePoint
  • Excellent communication (verbal and written) and organizational skills
  • Ability to work in fast-paced environment
  • Ability to travel 10% - quarterly or as needed

  • Professional Certification
  • Experience in Project Management, planning, scheduling, scope management, etc.
  • Experience in cross-functional team leadership/influencing
  • Experience in mentoring, coaching, and training

Pay Information
Full-Time Salary Range: $107952 - $183518
Please note: This range is based on our market pay structures. However, individual salaries are determined by a variety of factors including, but not limited to: business considerations, local market conditions, and internal equity, as well as candidate qualifications, such as skills, education, and experience.
