Description of Work

The North Carolina Department of Health and Human Services (DHHS), in collaboration with our partners, protects the health and safety of all North Carolinians and provides essential human services. DHHS Privacy and Security Office (PSO) provides enterprise-wide Privacy, Security and regulatory requirements leadership and solutions to the department and their partners so that they can be following Federal and State regulatory requirements.
DHHS PSO works with business divisions, vendors and counties to help ensure the confidentiality, availability and integrity of automated information systems to meet their business goals. The Privacy and Security Office consist of two primary function areas: Information Risk Management and Information Security Management.
The Department of Health and Human Services Privacy and Security Office (PSO) is a unit which is located within the Office of the Secretary Operational Excellence – Privacy and Security Office. The PSO provides leadership and direction for the department’s privacy, security, Business Continuity Planning (BCP), Continuity of Operations Planning (COOP) and compliance activities. This office ensures that Federal, State and Department-wide privacy and security requirements are met for protecting information and technology, and for instituting polices, standards or other associated materials that support these compliance efforts.
The primary purpose of this position is to lead the privacy and security efforts for the North Carolina Families Accessing Services through Technology (NCFAST) program. This role ensures that NCFAST maintains full compliance with federal and state privacy and security requirements while protecting sensitive data across a large, complex, statewide technology environment. The position provides strategic leadership, operational oversight, and expert guidance on privacy, security, risk, and compliance activities for NCFAST. The core responsibilities include Privacy and Security oversight, Governance, Compliance, Business Continuity and Disaster Recovery, Contract and Vendor Security, Federal and NC State Collaboration, Leadership and Staff Management.

Knowledge Skills and Abilities/Management Preferences

Salary Grade Range: $91,600.00 - $160,299.00

Recruitment Range: $87,617.00 - $125,000.00

The Knowledge, Skills, and Abilities (KSAs)/ Management Preferences are not required. Applicants who possess the following skills are preferred:

  • Experience in privacy, cybersecurity, IT risk management, or a related field. 

  • Experience conducting incident management, vulnerability management, and access control reviews. 

  • Experience supervising staff in a technical or compliance-oriented environment. 

  • Knowledge of federal security frameworks (NIST, MARS-E, IRS Pub 1075, FISMA). 

  • Experience coordinating with federal oversight entities such as USDA, ACF, and CMS.
