SCT is a management consulting firm supporting mission-critical operations across the U.S. Government. We are pursuing a contract to support the U.S. Coast Guard Directives and Publications Division, which manages lifecycle publishing for Commandant Instructions (CIs), ALCOAST messages, forms, and related policy products under the Directives System Program. This position supports audit-ready publishing production, internal control compliance, and Sponsor coordination. This position is contingent upon contract award. This is a U.S.-based, full time, remote role requiring a Common Access Card (CAC) and use of government-furnished equipment in an unclassified environment. 

Position Summary 

The Quality Assurance Publishing Project Coordinator leads internal control application across the Coast Guard publication lifecycle. This role ensures audit portfolio integrity, Section 508 compliance coordination, and structured adherence to Directives System policy. The Coordinator serves as a primary liaison to Sponsors, enforcing templates, processes, and documentation standards. This position directly supports financial audit visibility and high-volume, high-accuracy publishing operations. 

Core Responsibilities 

  • Apply internal controls to lifecycle publishing processes. 
  • Maintain and validate audit portfolios (≥95% completeness standard). 
  • Execute final pre-publication checklist reviews. 
  • Coordinate with Sponsors to ensure template and policy compliance. 
  • Participate in twice-weekly Agile scrum meetings. 
  • Ensure Section 508 review and remediation coordination. 
  • Maintain <1% data error rate in Power Apps publication databases. 
  • Document significant remediation actions and lifecycle milestones. 
  • Track inactive/expiring directives and POA&M actions. 
  • Contribute inputs to required monthly progress reporting. 
  • DHS Section 508 Trusted Tester certification required within 20 business days 

Qualifications 

Required 

  • Bachelor’s degree (IT, Policy, Administration, Homeland Security, English, Library Science preferred). 
  • Minimum 5 years applying internal controls to lifecycle processes. 
  • Intermediate proficiency in Microsoft 365, SharePoint, Adobe Pro, and Power Apps. 
  • Demonstrated Section 508 review and remediation experience. 
  • Strong written communication and plain language proficiency. 
  • U.S.-based remote capability and ability to obtain/maintain CAC. 

Preferred 

  • Experience supporting military or federal publishing environments. 
  • Experience supporting audit or financial control environments. 

Location: Remote 

Travel: Not required outside of retrieving CAC
