The Senior Project Manager will oversee disaster recovery projects, manage client relations, ensure compliance, and deliver strategic guidance while leading project teams.
Tidal Basin has an opportunity for a proven recovery professional to provide strategic leadership and operational oversight for complex disaster recovery projects that strengthen and sustain long-term recovery for the client. The Senior Project Manager will serve as the principal liaison to the client providing strategic guidance, operational oversight, and responsive communication. Provides on-site leadership when necessary and provides direction to project staff, ensuring appropriate staffing levels, workload distribution, and performance monitoring. Serves as a subject matter expert in the development of the deliverables. Develops, implements and monitors project scope, methodology, timelines, deliverable and budgets, providing the client with briefings, presentations on project status, risks, challenges, and accomplishments.

Job Duties and Responsibilities include:
- Interpret and apply federal, state, and local regulations related to disaster recovery programs.
- Manage client relationships and provide direct leadership and support to both the client and assigned staff.
- Build and maintain strong working relationships with internal and external stakeholders, including state, local parties, subcontractors, and community partners.
- Manage day-to-day project operations including workflow development, task delegation, performance oversight, and quality assurance.
- Provide technical assistance and subject matter expertise ensuring compliance.
- Provide on-site, remote, field level or in-office oversight and management of Recovery teams.
- Review project documentation, eligibility determinations, scopes of work, cost estimates, and other program materials for compliance and accuracy.
- Manage audit and accountability for Recovery programs, compile data for reporting and program analysis.
- Represent the client in meetings, forums, conferences, and provide training as directed.
- Support budget development, cost monitoring, and forecasting activities.
- Review and validate invoices, labor and expense charges, subcontractor work, and financial documentation as required.
- Provide management oversight to staff assigned and work in coordination with client leadership to ensure effective mission performance.
- Monitor and evaluate delivery and implementation of Recovery programs ensuring work products are accurate, compliant, and audit ready.
- Make recommendations to improve performance and ensure quality of programs.
- Prepare and deliver project status reports, dashboards, metrics, and executive-level summaries.
- Monitor and track project progress, identifying variances and implementing corrective actions when necessary.
- Manage and control the scheduling, budgeting, forecasting and production of assigned projects.
- Travel as required includes extended deployments to support Tidal Basin business initiatives and projects.
- Perform other duties as assigned.
- Complete all required compliance training on an annual basis.
- Ability to work under pressure, within deadlines, maintain emotional self-control, and take guidance from clients, project managers, and leadership.
- Deep understanding of project management and consulting services

- Proficient in the use of FEMA Disaster Systems, including Grants Portal
- Knowledge and skill in applying analytical and evaluative techniques to the identification, consideration, and resolution of a wide variety of grants administration issues and problems
- Significant experience addressing strategic issues in disaster recovery operations including issues that have complex political and programmatic elements
- Excellent oral, written, organizational, and time management skills, with the ability to multi-task and prioritize in a dynamic work environment
- Advanced computer skills: (including MS Word, MS Excel, PowerPoint; Adobe Acrobat Professional)
- Bachelor’s degree in Emergency Management, Project Management, Public administration, Business, Engineering, Finance or related degree. Master’s Degree preferred.
- 10+ years of progressive responsibility and experience managing and delivering complex disaster recovery, housing, mitigation, or government-funded programs.
- Demonstrated experience working directly with state or local government clients exhibiting a strong knowledge of applicable federal program regulations.
- Significant experience addressing strategic issues in disaster recovery operations, with prior consulting experience with public sector clients.
- Experience working with federal grant management systems or disaster recovery management platforms.
- Travel as needed to meet operational needs including both short- and long-term assignments.
