CB Payments, Ltd (CBPL) is Coinbase’s UK‑incorporated electronic money institution, authorised and supervised by the FCA and registered as a cryptoasset exchange and custodian wallet provider, enabling customers to move between fiat and crypto and access Coinbase’s UK platform.

This dual‑hatted role serves both as CBPL’s 2LoD Country Risk Manager and as a Risk Manager within Global Operational Risk Management (ORM), running the local risk framework for the UK entity and contributing to Coinbase’s enterprise‑wide operational risk programs so that risks remain within appetite while the UK business grows safely.

As a Risk Manager - Country & Operational Risk, you'll serve a dual-hatted role across CBPL (Coinbase's FCA-authorised UK entity) and Global Operational Risk Management. Our Enterprise Risk Management team builds and runs the frameworks that keep Coinbase growing safely within risk appetite across every entity and jurisdiction. You'll own CBPL's second-line-of-defence risk framework covering operational, financial, regulatory, outsourcing, and conduct risks while co-owning global ORM program areas that strengthen our enterprise-wide risk posture.

What you'll do:

  • Own CBPL's entity-level risk framework, running RCSAs, incident/issue management, KRI/KCI monitoring, and risk-appetite reporting for the CBPL Risk Committee and Board.
  • Lead 2LoD risk challenge on new products, change initiatives, and governance across CBPL, including MiFID-related change as the licence is pursued.
  • Drive CBPL outsourcing and third-party risk oversight, including intra-group arrangements, exit planning, concentration risk, and operational resilience for important business services.
  • Build and enhance Coinbase's global Operational Risk Management framework, owning one or more program areas such as incident management, scenario analysis, resilience, or loss analytics.
  • Partner with global product and operations teams as a trusted 2LoD advisor, reviewing new products and change for operational-risk impacts with a focus on the UK footprint.
  • Strengthen risk culture across CBPL and Global ORM by clarifying 1LoD/2LoD roles, coaching first-line leaders, and embedding UK regulatory expectations in everyday decisions.

Required Skills and Experience:

  • 7-10+ years of risk management experience in UK-regulated financial services, with demonstrated depth in operational risk, enterprise risk frameworks, and three-lines-of-defence governance.
  • Practical experience applying UK regulatory frameworks (SYSC, MiFIDPRU/IFPR, operational resilience, outsourcing, conduct, Consumer Duty) to entity-level risk programs.
  • Prior experience preparing decision-useful risk MI for Boards, risk committees, and regulators, and engaging with internal audit as a 2LoD function.
  • Proven ability to design and implement risk processes (RCSAs, KRIs, incident management, scenario analysis) at both entity and group level within a matrixed, global organization.
  • Utilizes generative AI responsibly, maintaining human oversight to deliver business-ready outputs and drive measurable improvements in workflow efficiency, cost, and quality.

£95,490£106,100 GBP
