Job Description• UI Systems for Benefits, Tax, and Appeals;
• Workforce Systems for Job Matching, Case Management, and Adult Education and Literacy (AEL);
• Vocational Rehabilitation Systems;
• Labor Market and Career Information (LMCI) systems available.
• Project assignments will include documenting detailed system requirements approved by the TWC programs and creating a Request for Information (RFI) to obtain information on existing products and their related costs.
• The Worker will analyze vendor responses and update system requirements as needed.
• The Worker will perform those activities necessary to explore “buy or build” options, while considering data integration requirements for each potential solution.
• Worker also will develop information for future Request for Offer (RFO) and/or Statement of Work (SOW) documents.
Qualifications• 5 Years Experience serving as a Business Analyst with projects that have successfully implemented information technology solutions.
• 5 Years Experience reviewing, analyzing, and evaluating business systems and user and stakeholder needs.
• 5 Years Experience facilitating and documenting business process mapping and business process reengineering and identifying new applications of technology to business problems that make a business more effective.
• 5 Years Experience documenting detailed requirements for information technology solutions that will meet program and user needs.
• 4 Years Experience preparing solution options, risk identification, and financial analyses such as cost/benefit, ROI, Buy versus Build, etc.
• 3 Years Experience writing Request for Information, Request for Offer (RFO) and Statement of Work (SOW) documents.
• 3 Years Experience simultaneously collecting requirements across multiple program areas or organizations that are geographically dispersed and that have varying business needs.
Additional InformationSkills Preferred:
• 2 Years Experience supporting Workforce, Unemployment Insurance, and/or Vocational Rehabilitation information technology solutions and/or participating as a member of project(s) that implemented same.
• 2 Years Experience documenting EIR accessibility requirements and working on projects that implemented solutions which were tested for and adhered to those standards and specifications.
• 2 Years Experience working as a Test Lead for an IT implementation project.
• 2 Years Experience presenting to program and IT management, project Sponsors, and executive leadership.
• 1 Years Training in and/or experience utilizing Rapid Process Improvement (RPI) techniques as an approach to solve business problems.
