What you'll work on:
- Advising on the application of U.S. federal and state banking laws and supervisory expectations to Circle's stablecoin, payments, custody, and settlement activities.
- Serving as a primary legal interface with prudential regulators (e.g., OCC, Federal Reserve, FDIC, state banking authorities) on licensing, examinations, supervisory matters, and regulatory change.
- Translating traditional bank regulatory concepts-safety and soundness, governance, risk management, internal controls-into practical guidance for digital asset and blockchain-based systems.
- Partnering closely with Compliance, Product, Engineering, and Risk teams to structure new products in a manner consistent with supervisory expectations.
- Supporting regulatory strategy for Circle's banking-adjacent entities and regulated financial institution partnerships.
- Reviewing new product proposals, control frameworks, and operating models for alignment with banking supervisory principles.
- Managing and coordinating external regulatory counsel and ensuring consistent positions across jurisdictions and regulatory bodies.
What you'll bring to Circle:
Core Requirements:
- JD or equivalent with admission to practice law in the United States.
- 10+ years of legal experience focused on bank regulatory law, prudential supervision, or financial regulation.
- Prior experience at a banking regulatory agency (e.g., OCC, Federal Reserve, FDIC, CFPB, or state banking regulator), or substantial experience representing clients before such agencies.
- Deep knowledge of U.S. banking laws and supervisory frameworks, including safety and soundness, governance, risk management, BSA/AML, consumer protection, and payments regulation.
- Demonstrated experience advising on or supervising technology-driven or innovative financial products, including digital assets, payment networks, custody, or novel settlement mechanisms.
- Strong ability to engage credibly with regulators and articulate regulatory positions in writing and in supervisory dialogue.
- Familiarity with generative AI models (ChatGPT, Gemini, etc.) and prompt development.
Preferred Requirements:
- Experience advising fintech, crypto, or digital asset companies on prudential regulatory issues.
- Experience supporting regulated entities through licensing, chartering, or supervisory examinations.
- Background in or exposure to stablecoins, tokenized assets, or blockchain-based financial infrastructure.
- Strong familiarity with financial institution partnerships and bank-fintech operating models.
