Bottom Line Up Front: Hoplite Group is seeking an experienced Senior Human Resource Management / Human Capital Development (HRM/HCD) Subject Matter Experts (SMEs) to support a U.S. Government Institutional Capacity Building (ICB) program aimed at strategic-level advising missions focused on enhancing partner nation capabilities across workforce development, talent management, and HR systems.
Location: Remote support (CONUS) and forward engagements (OCONUS) as part of a U.S. Government contract.

To provide expert support to Institutional Capacity Building (ICB) programs by advising on human resource management and human capital development strategies. The SME will contribute to developing and implementing policies and frameworks that enhance talent management and workforce capabilities, supporting strategic-level guidance and joint military staff functions.
SME Qualifications:
Bottom Line Up Front: Hoplite Group is seeking an experienced Senior Human Resource Management / Human Capital Development (HRM/HCD) Subject Matter Experts (SMEs) to support a U.S. Government Institutional Capacity Building (ICB) program aimed at strategic-level advising missions focused on enhancing partner nation capabilities across workforce development, talent management, and HR systems.
Location: Remote support (CONUS) and forward engagements (OCONUS) as part of a U.S. Government contract.
Level of Effort:
- Non travel months: Approximately 30-40 hours/month.
- Engagement: Approximately 100 hours/month during engagement months.
- Post-Engagement: Support as needed.
Objective:
To provide expert support to Institutional Capacity Building (ICB) programs by advising on human resource management and human capital development strategies. The SME will contribute to developing and implementing policies and frameworks that enhance talent management and workforce capabilities, supporting strategic-level guidance and joint military staff functions.
SME Qualifications:
- Retired O-5/O-6 level officer or E-9.
- Extensive experience in human resources, talent management, or organizational development.
- Extensive experience developing human capital development strategies and policies to meet strategic-level guidance.
- Experience developing and implementing HR policies.
- Experience serving on Joint Staff, Combatant Command, or Service staff.
- Experience facilitating small groups in both live and virtual environments.
- Experience or familiarity with Security Cooperation/Institutional Capacity Building with Partner Nations.
- Experience collaborating with partner nations’ civilian or uniformed officials at the ministerial and general staff levels.
- U.S. Secret Security Clearance required.
