About the Position

FiscalNote is seeking an experienced Senior Recruiter to help foster a best-in-class recruiting operation. Working cross-functionally, you will blend strategic talent vision with hands-on execution. You will build deep relationships internally and externally, managing full-lifecycle recruiting from sourcing to offer, while elevating our community engagement, ATS workflows, and employer branding.

This role requires a proactive partner who can drive key hires—focusing heavily on sales, technical, and developmental roles—while simultaneously coaching hiring teams, tracking performance metrics, navigating recruiting technology, and laying the groundwork for new talent markets.

About the People Team

The Global People Team is dedicated to assisting and empowering the individuals who make FiscalNote the company we love. By championing our company values throughout the employee life cycle, the People Team fosters an environment that encourages innovative and meaningful action toward achieving FiscalNote’s mission. Working collaboratively across departments, the People Team is responsible for continued growth. And in recognition of the critical importance that elevating performance plays toward a positive and vibrant culture, the team oversees a program of professional development, performance management, and total rewards necessary to buttress both individual and corporate goals. Ultimately, the People Team ensures that we are creating an inclusive community of belonging in which employees are always personally comfortable, but professionally challenged, when they are at work.

About You

Thoughtful. Resourceful. Driven. Inventive.

You are a seasoned talent professional who views recruiting as both a strategic driver of growth and a craft. Passionate about talent acquisition, you thrive on connecting high-caliber talent with high-impact opportunities. While filling requisitions gives you momentum, placement alone isn't your end goal—you are deeply motivated by quality, retention, and ensuring the right people land in the right roles to fuel long-term organizational success.

You are naturally curious, data-informed, and relentlessly outcome-focused. As an agile Senior Recruiter, you comfortably balance big-picture talent strategy with hands-on operational execution. Whether you are actively sourcing hard-to-find sales or technical talent, streamlining recruiting workflows in Lever and Rippling, or serving as a trusted advisor to senior leaders, you approach every challenge with adaptability, organization, and a strong bias for action.

Above all, you care about the human element of talent acquisition. You take pride in delivering an authentic, exceptional experience for both candidates and hiring managers, championing our company values, and helping build high-performing, diverse teams where people can thrive.

What To Expect In This Position

  • Full-Lifecycle Recruiting: Lead and execute full-lifecycle searches across assigned requisitions—including key sales, developmental, tech, and corporate roles—maintaining a strong candidate pipeline and driving searches forward with a strong bias for action.
  • Process & ATS Management: Leverage expertise in Lever and/or Rippling to execute recruiting workflows, track pipeline metrics, ensure clean data hygiene, and continuously optimize talent operations for scalability.

  • Employer Branding & University Relations: Identify creative approaches to leverage FiscalNote’s brand. Build and manage relationships with universities, educational institutions, and professional communities through targeted events (hosted and attended) and online networks.
  • Market Expansion: Help “break ground” in new talent markets (domestic or international) through market research, networking, and creative sourcing strategies.
  • Vendor & Metric Management: Oversee external vendor relationships, tool performance, and candidate engagement metrics to drive continuous improvement in site traffic and application conversion.
  • Culture & Inclusion Champion: Champion FiscalNote’s core values, Mission, and inclusive hiring practices across every candidate and internal touchpoint.

What Sets You Apart

  • Experience: 3–5+ years of full-cycle recruiting experience in a fast-paced, rapidly growing environment (preferably within tech, media, or dynamic corporate environments). Experience with both internal recruiting and agency environments is a plus.
  • Systems & Tech Savvy: Strong familiarity and hands-on experience using Lever as an Applicant Tracking System and Rippling for HRIS/onboarding workflows. Proficient with advanced sourcing tools (LinkedIn Recruiter, Handshake, etc.).
  • Sales & Specialized Sourcing: Proven track record of sourcing and closing competitive roles, particularly within Sales/Business Development Representatives, Account Executives, and growth-focused positions.
  • Consultative Mindset: Strong ability to act as a talent partner to leaders, utilizing data, structured interviewing methodologies, and strategic negotiation skills to drive optimal hiring decisions.
  • Employer Brand & Networking: Experience organizing community events, university relations, and leverage channels to build talent pools and elevate employer presence.
  • Inclusive Hiring Track Record: A demonstrated commitment to embedding equity, broad sourcing outreach, and fair evaluation practices throughout the entire hiring funnel.
