Position Overview:

We are seeking a highly analytical and collaborative Senior Technical Business Analyst to own the requirements lifecycle from intake through implementation, including elicitation, analysis, documentation, validation, traceability, change management, and final acceptance. This role will be responsible for working directly with key government stakeholders, understanding business needs, translating them into clear technical requirements, participating in testing activities, and supporting the delivery of technology solutions that improve business processes and outcomes. The ideal candidate combines strong business analysis skills with a solid understanding of technology, data, systems, and software development methodologies.

Key Responsibilities:

  • Collaborate with business stakeholders to understand objectives, challenges, and process requirements.
  • Gather, analyze, document, and validate technical requirements.
  • Translate business requirements into functional specifications, user stories, acceptance criteria, process flows, and other Software Development Lifecycle (SDLC) documentation.
  • Work closely with software developers and statisticians throughout the development lifecycle.
  • Participate in system testing, user acceptance testing (UAT), defect review, and implementation activities.
  • Own the product backlog and lead all delivery and release planning activities
  • Facilitate release planning sessions, requirements-gathering sessions, demos, and stakeholder meetings.
  • Create process maps, data flows, use cases, wireframes, and system documentation as needed.
  • Assist in production support activities such as help desk inquiries and issue resolution
  • Identify risks, dependencies, assumptions, and impacts associated with proposed changes.
  • Support production releases, troubleshooting, and post-implementation analysis.
Qualifications
  • US citizen or Authorized to Work and lived in the US for 3 of the last 5 years. Must be eligible to obtain a federal government client badge and successfully pass a Public Trust background investigation.
  • Bachelor’s degree in Information Systems, Business Administration, Management, or a related field is required.
  • Minimum of seven years of progressive experience in business analysis, program support, stakeholder engagement, implementation management, process improvement, systems coordination, and/or federal consulting.
  • Proven ability to elicit, analyze, document, and translate business, operational, and technical requirements into actionable plans, user stories, process documentation, and implementation activities.
  • Experience facilitating meetings with business, technical, operational, and executive stakeholders, documenting decisions, and driving accountability for follow-up actions.
  • Federal government contracting experience is preferred.

Technical Qualifications:

  • Demonstrated experience using SQL to analyze data, validate requirements, investigate issues, and support testing activities.
  • Ability to interpret data structures, relationships, and source-to-target data mappings.
  • Experience developing or supporting reporting and dashboard solutions using Power BI, Tableau, or similar tools.
  • Ability to analyze operational data and translate findings into actionable business recommendations.
  • Experience with development projects that use Java, Tomcat, relational databases (e.g. Oracle, SQL Server), analytics technologies (e.g. SAS, R)
