Aquatech has an immediate need for a full-time O&M Bid Manager – Aquatech Services to work in our Houston, TX or Canonsburg, PA office location or ability to relocate to one of these locations.  This position will support the development of competitive and executable service proposals across industrial water and wastewater opportunities. This position will perform the following duties and will be considered an Exempt employee.

The O&M Bid Manager will be a commercially focused bid leader to drive the development of profitable O&M proposals and long-term service contract opportunities. This role focuses on preparing, coordinating, and submitting high-quality bids that balance competitiveness with execution realism. Responsibilities include pricing strategy, cost development, contract review, risk analysis, proposal coordination, and internal approval management. The successful candidate will be able to identify commercial risks and value drivers while collaborating closely with operations, engineering, finance, procurement, legal, and regional business teams to convert customer requirements into winning offers.

The O&M Bid Manager will lead the development of competitive, profitable, and executable Operations & Maintenance proposals across industrial water and wastewater opportunities. This role is responsible for translating customer requirements into winning commercial offers, with a strong emphasis on pricing strategy, risk management, margin optimization, contract review, and cross-functional bid coordination. The ideal candidate combines strong commercial acumen with a practical understanding of O&M service delivery, enabling Aquatech to secure sustainable long-term contracts that align with customer needs and company growth objectives.


Responsibilities
  • Lead the end-to-end preparation of O&M bids, tenders, and proposals for industrial water and wastewater service opportunities.
  • Develop commercially competitive pricing models, cost estimates, and bid strategies that support revenue growth and targeted margin performance.
  • Review RFQs, RFPs, and contract documents to identify commercial requirements, risks, obligations, and opportunities for differentiation.
  • Partner with operations, technical, legal, procurement, finance, and regional business teams to build complete and executable bid submissions.
  • Own the commercial narrative of the proposal, ensuring value proposition, pricing rationale, service model, and contractual assumptions are clearly articulated.
  • Evaluate labor, chemicals, consumables, maintenance, spares, subcontracting, mobilization, and lifecycle cost assumptions to ensure robust bid economics.
  • Support contract negotiations by providing commercial insight on pricing structures, escalation mechanisms, performance guarantees, risk allocation, and change management terms.
  • Prepare bid review materials for internal approvals, including commercial summaries, risk registers, assumptions, and profitability scenarios.
  • Drive continuous improvement in bid tools, templates, lessons learned, and commercial governance for O&M proposals.
  • Maintain strong awareness of market conditions, competitor positioning, customer drivers, and contracting trends within the water treatment and outsourced services sector.
  • Other duties as assigned.

 

Skills: 
  • O&M Bidding experience Required
  • Experience working with industrial water treatment systems, outsourced operations, mobile water services, utility contracts, or long-term service agreements is required
  • Demonstrated ability to build and challenge cost models with a focus on profitability, competitiveness, and execution realism.
  • Strong commercial writing, proposal coordination, and stakeholder management skills.
  • Ability to manage multiple bids simultaneously and work effectively under tight deadlines.
  • Proficiency in Excel, PowerPoint, and bid/pricing tools; familiarity with contract review processes and approval workflows.

They will bring discipline to bid development, challenge assumptions constructively, and ensure Aquatech submits offers that are both competitive and executable. This role is critical to expanding Aquatech’s O&M portfolio by improving bid quality, strengthening commercial rigor, and increasing win rates on strategic service opportunities.

 Minimum Qualifications

Education: Bachelor’s Degree in Science or Engineering or a related discipline.

Experience: Fifteen (15+) or more years of industrial Water / Waste Water experience, including direct responsibility of O&M long term service contracts.

Technical Skills: Bid Management, Commercial Proposal Development, Pricing Strategy, Contract Review, , Lifecycle Costing, Cost Modeling, Margins, and Commercial Risk.

Travel: Ability to travel up to 25%.

Licenses: An active drivers license and ability to obtain an active passport
