What You Will Do:

Guidehouse is seeking a Technical Project Manager to support a large-scale state government Identity and Access Management (IAM) transformation initiative. This role will help lead the planning, coordination, governance, and execution of enterprise identity modernization efforts designed to improve security, user experience, and operational efficiency.

This position serves as a central coordination point across client stakeholders, agencies, technology teams, cybersecurity personnel, vendors, and implementation partners. The successful candidate will help translate strategy into actionable implementation plans while ensuring workstreams remain aligned with business objectives, enterprise architecture, cybersecurity requirements, and project milestones.

Key responsibilities include:

  • Establish and maintain governance processes supporting enterprise IAM modernization initiatives.
  • Develop and manage integrated implementation schedules across agencies, technology teams, vendors, and implementation partners.
  • Coordinate technical implementation activities supporting IAM platform deployments, application migrations, identity lifecycle management improvements, and retirement of legacy IAM capabilities.
  • Facilitate technical working groups, governance meetings, executive briefings, and project status reviews.
  • Track and manage risks, issues, assumptions, dependencies, action items, and decision logs.
  • Coordinate activities across identity engineering, cybersecurity, infrastructure, enterprise architecture, application development, and business stakeholder teams.
  • Support implementation planning, migration readiness, testing activities, deployment coordination, and cutover planning.
  • Monitor project performance and progress against established milestones, schedules, and program objectives.
  • Develop executive dashboards, status reports, implementation metrics, and governance materials.
  • Collaborate with organizational change management, training, and communications teams to support successful adoption of IAM capabilities.
  • Support vendor management activities, deliverable reviews, issue resolution, and implementation oversight.
  • Drive continuous improvement across project management processes, governance practices, and implementation methodologies.

What You Will Need:

  • Bachelor's degree from an accredited college or university.
  • Minimum of FIVE (5) years of experience managing enterprise technology projects or programs.
  • Minimum of THREE (3) years of experience supporting large-scale technology transformation or modernization initiatives.
  • Experience managing integrated project schedules, project budgets, risks, issues, dependencies, and executive reporting.
  • Experience coordinating work across multiple stakeholder groups, including business, technical, vendor, and executive leadership teams.
  • Experience supporting Identity and Access Management (IAM), cybersecurity, enterprise applications, infrastructure, cloud technologies, or digital transformation programs.
  • Demonstrated ability to manage multiple priorities and workstreams in complex organizational environments.
  • Strong written and verbal communication skills, including experience developing executive-level presentations, reports, and briefings.
  • Strong facilitation and stakeholder management capabilities.
  • Experience utilizing project management methodologies and tools to support technology delivery initiatives.

What Would Be Nice To Have:

  • Project Management Professional (PMP) certification.
  • Experience supporting enterprise Identity and Access Management (IAM) modernization programs.
  • Experience working with identity governance, authentication, federation, single sign-on (SSO), multi-factor authentication (MFA), directory services, or access management technologies.
  • Experience supporting implementation of modern IAM platforms such as Okta, Microsoft Entra ID, Ping Identity, SailPoint, ForgeRock, CyberArk Identity, or similar technologies.
  • Experience with Azure DevOps, Jira, Microsoft Project, Smartsheet, or comparable project management tools.
  • Experience supporting application onboarding, migration, modernization, or technology transformation initiatives.
  • Familiarity with cybersecurity frameworks, Zero Trust concepts, cloud technologies, or enterprise architecture practices.
  • Experience supporting state, local, federal, or other public-sector organizations.
  • Experience managing vendor-supported technology implementations.
  • Experience supporting organizational change management and user adoption activities associated with enterprise technology transformations.

The annual salary range for this position is $141,000.00-$235,000.00. Compensation decisions depend on a wide range of factors, including but not limited to skill sets, experience and training, security clearances, licensure and certifications, and other business and organizational needs.
