The Technical Services Sourcing Specialist will be responsible for all commercial and contractual activities for assigned categories, primarily technical site services, and assigned special projects for the Baytown, TX site. These activities will involve strategic and local sourcing, contracting, risk management, vendor management and dispute resolution involving maintenance and turnaround activities to: 

  • Satisfy the requirements of internal stakeholders
  • Ensure timely execution of sourcing events at the Baytown, TX site (with the potential to add additional categories US sites as assigned) creating cost savings, mitigating risk and leveraging spend for the good of the company
  • Govern existing company policies related to procurement
  • Manage risk within the parameters of sound business practices and project execution
  • Improve efficiency and lower costs through team participation in cost reduction initiatives

Major Tasks and Responsibilities 

Strategic & Local Sourcing 

  • Lead sourcing initiatives for technical site services and assigned projects
  • Develop, issue and manage Request for Information/Proposals/Quotation (RFI/RFP/RFQ) 
  • Conduct proposal analyses and proposal commercial evaluations with stakeholders
  • Identify and implement cost savings and efficiencies in sourcing and negotiating contracts for services in multiple categories
  • Execute competitive sourcing and single/sole sourcing processes, as directed 
  • Contribute to the development and implementation of short- and long-term sourcing initiatives in collaboration with Covestro Corporate Procurement and Covestro stakeholders 

Market Analysis 

  • Monitor market conditions and understand cost drivers that affect source of supply
  • Provide sound analytical advice, guidance and options to internal stakeholders while following established processes and proper authorization controls

Stakeholder / Supplier Management 

  • Coordinate cross-functional teams during contract tendering, formation, administration and negotiation
  • Facilitate communication efforts with contractors, stakeholders and advisors (legal, risk, insurance)
  • Conduct supplier relationship management (SRM) stakeholder meetings to assist in the performance management of contract under area of responsibility 

Contracting & Risk Management 

  • Negotiate contract commercial terms, ensuring they meet the requirements of internal stakeholders (i.e., legal, risk, insurance, controlling, safety, project management, etc.)  
  • Administer multiple contracts including processing and approval of change order requests, RFI’s, etc. and maintain contract documents in company database

Additional Activities  

  • Assist with periodic vendor audits, visits, and inspections of contractor’s facilities in coordination with approval process audit teams to ensure ISO, PSM and OSHA safety regulations are met by contractors
  • Provide leadership for other professionals 

Basic Qualifications 

  • Bachelor’s degree with 1+ years’ experience sourcing for industrial facilities or similar professional experience.    
  • The eligibility to apply for and obtain a Transportation Worker Identification Credential (TWIC) within a reasonable timeframe 

Preferred Qualifications 

  • Bachelors degree in a Technical or Business area
  • SAP experience 
  • Proficient in MS Office; MS Word and MS Excel 
  • Experience negotiating business law concepts related to procurement 

Knowledge & Skills: 

  • Basic understanding of contract purchasing and modern procurement processes 
  • Familiarity with business law concepts related to procurement 
  • Ability to analyze market trends and understand their impact on sourcing decisions 
  • Proficiency in Microsoft Office suite, especially Excel for data analysis 
  • Ability to utilize new digital tools/software
