Job Description:
We are seeking a strategic, execution‑oriented Vice President, CTO Office to enable strong operational discipline and governance across CSI’s Technology Group (TG). This role partners closely with the Chief Information and Technology Officer and Technology Leadership Team to ensure the organization operates effectively, compliantly, and with clear accountability for delivery and outcomes.
The Vice President, CTO Office will oversee technology governance, technology program and portfolio management, technology related compliance and audits, and vendor and third‑party performance. This leader will be responsible for identifying and closing critical operational gaps and improving execution rigor within the technology organization. Success in this role requires strong judgment, executive presence, and the ability to drive clarity, structure, and results in a complex, fast‑moving technology environment.
Responsibilities
Establish and maintain a clear governance and operating model for TG including decision rights, escalation paths, and leadership forums.
Lead the Technology PMO, ensuring disciplined planning, prioritization, execution, and delivery across strategic programs and initiatives.
Provide portfolio‑level visibility into progress, risks, dependencies, resourcing, and financials to support executive decision making.
Drive annual and quarterly planning and maintain the Technology Leadership Team operating rhythm, including agendas, scorecards, and decision logs.
Lead executive communications for the CITO and TG, including ELT and board-ready updates, leadership presentations, and organizational messaging.
Partner with Finance to build and manage budgets, forecasts, and value realization tracking across the technology portfolio.
Build cross-enterprise alignment with key stakeholders (e.g., Segments, HR, Legal, Security, Risk, and business leaders) to shape priorities and resolve constraints.
Lead transformation and change management efforts to improve ways of working, adoption, and execution discipline across TG.
Define and evolve executive-level metrics and insights (delivery, reliability, security, cost, and talent) to enable timely, data-driven decisions.
Own technology compliance, risk, audit, and controls, partnering with Risk, Compliance, and auditors to ensure timely remediation and continuous improvement.
Lead vendor and third‑party governance for TG, partnering with Procurement and Legal to drive accountable vendor strategy, performance, contract oversight, and value realization.
Identify operational gaps across TG and implement processes, structures, or capabilities to address them.
Act as a trusted advisor and force multiplier for the CITO, flexing across priorities as the Technology Group evolves.
Skills
Executive presence with the ability to influence senior leaders and drive alignment without direct authority.
Strong program, portfolio, and operational management capabilities in complex, matrixed organizations.
Ability to bring structure, discipline, and clarity to ambiguous or rapidly changing environments.
Proven experience managing technology vendors and third‑party partnerships to deliver outcomes.
Technology financial management experience, including budgeting, forecasting, and value realization tracking.
Commercial acumen in contracting and negotiations, including SOWs, SLAs, renewals, and performance terms.
Deep risk and controls mindset, including issue management, control design, and audit readiness.
Data and analytics fluency to define KPIs, build executive dashboards, and tell clear stories with data.
Change management expertise to drive stakeholder alignment, adoption, and sustained behavior change.
Strong conflict resolution and negotiation skills to drive tradeoffs, decisions, and accountability.
Operational process design and continuous improvement skills (e.g., operating models, RACIs, and SOPs).
Excellent written and verbal communication skills, including executive‑ready materials and presentations.
Proficiency using AI tools to accelerate reporting, executive communications, and operational workflows, with appropriate governance and data confidentiality.
Strong judgment, problem-solving, and decision‑making skills.
Collaborative leadership style with a results-oriented mindset.
Requirements
Bachelor’s degree or equivalent experience required.
15+ years of experience in technology, operations, PMO, or enterprise leadership roles.
Prior experience at the VP level or equivalent leading cross‑functional, enterprise-wide initiatives.
Demonstrated experience with technology governance, complex program delivery, and execution management.
Experience partnering with Risk, Compliance, and Audit in a regulated or highly controlled environment preferred.
Proven ability to lead teams and operate effectively across multiple stakeholders.
Ability to set priorities, execute with discipline, and deliver measurable results.
Strong organizational, time management, and follow-through skills.
