The role requires a Professional Engineer license, extensive municipal utility experience, knowledge of TCEQ regulations, and the ability to manage multidisciplinary project teams and client relationships.

Leads municipal engineering services for Texas utility districts and local governments. Oversees water, wastewater, drainage, stormwater, and infrastructure projects from planning through construction and startup. Advises district boards, developers, attorneys, operators, and regulators; prepares engineering reports, capital improvement plans, bond documentation, cost estimates, and permitting submissions. Manages multidisciplinary teams, budgets, schedules, client relationships, staff development, regulatory compliance, and business growth. Requires a PE license, extensive municipal utility experience, and strong knowledge of Texas development and TCEQ requirements.

Leads planning, design, and delivery of municipal water, wastewater, and reclaimed water conveyance projects. Serves as engineer of record, manages multidisciplinary teams, develops hydraulic models and construction documents, oversees budgets and schedules, coordinates with municipalities and regulators, mentors staff, supports client relationships and business development, and assists with construction-phase services and infrastructure planning.
