This position serves as a trusted advisor to district boards, developers, utility operators, attorneys, and agency stakeholders while overseeing the planning, design, construction, operation, and long-term management of critical water, wastewater, drainage, and infrastructure systems.

The successful candidate will lead client relationships, provide strategic guidance on district operations and capital improvements, oversee multidisciplinary project teams, and support business growth within the municipal utility district market. This role requires a combination of technical expertise, project leadership, client management, and a strong understanding of the unique regulatory, financial, and operational challenges facing utility districts and municipal infrastructure owners.

What You'll Do:

  • Serve as the primary engineering representative and trusted advisor for Municipal Utility Districts, utility districts, and local government clients.
  • Attend and participate in district board meetings, workshops, and stakeholder meetings, providing engineering recommendations and technical guidance.
  • Manage engineering services related to water distribution systems, wastewater collection systems, lift stations, force mains, drainage facilities, stormwater infrastructure, and capital improvement programs.
  • Lead the planning, design, permitting, bidding, and construction administration of district infrastructure projects.
  • Coordinate closely with district operators, attorneys, developers, bond counsel, financial advisors, and regulatory agencies to support district objectives and compliance requirements.
  • Prepare and present engineering reports, feasibility studies, capital improvement plans, bond-related documentation, and infrastructure assessments.
  • Support district financing efforts through the preparation of bond reports, engineering cost estimates, reimbursement exhibits, and agency submittals.
  • Oversee utility infrastructure expansion associated with residential, commercial, and mixed-use developments within district service areas.
  • Review developer service requests, utility plans, plats, and development agreements to ensure compliance with district standards and long-term operational goals.
  • Lead project teams and provide direction to engineers, designers, and technical staff responsible for district-related projects.
  • Monitor project schedules, budgets, staffing needs, and overall project performance.
  • Mentor and develop engineering staff while fostering a collaborative, client-focused culture.
  • Identify opportunities to expand services with existing district clients and support efforts to secure new district assignments.
  • Maintain a strong understanding of evolving regulatory requirements, utility industry trends, and district governance practices.

What You'll Need:

  • Bachelor of Science in Civil, Environmental, or a related engineering discipline.
  • 15+ years of experience in municipal utility district, land development, municipal infrastructure, or utility engineering consulting.
  • Professional Engineer (PE) license.
  • Strong knowledge of water, wastewater, drainage, and utility infrastructure systems.
  • Experience managing infrastructure improvements from planning and design through construction and startup.
  • Familiarity with district financing, bond programs, reimbursable development agreements, and capital improvement planning.
  • Experience preparing engineering reports and presenting technical information to district boards and public officials.
  • Working knowledge of TCEQ regulations, utility district requirements, permitting processes, and Texas development practices.
  • Proven ability to lead project teams, manage client relationships, and deliver high-quality engineering services.
  • Strong business acumen, communication, and leadership skills.
  • Ability to build trust with public officials, developers, and district stakeholders.
  • Demonstrated experience serving Municipal Utility Districts, Special Utility Districts, WCIDs, or municipal clients.
  • This hybrid job operates between an office environment and a field environment and routinely requires the use of standard office equipment such as computers, phones and copy machines. May require occasional exposure to work environments that may include inclement weather, heat, humidity, noise, hazard, atmospheric conditions, and bodies of water, depending on project requirements.
  • While performing the duties of this job, physical demands of the employee include frequent sitting, moving, standing, talking, hearing, and occasional balancing, stooping, kneeling, crouching, reaching, handling, grasping, and feeling. This job may occasionally require operating a company vehicle, and lifting, carrying, pushing, and pulling up to 35 lbs.
