Noetic is an AI-powered regulatory intelligence platform that automates land development and building code compliance.
Noetic is building the AI infrastructure for land development approvals. Every building in America starts as a site plan — a detailed drawing showing how a project will fit on its land, connect to utilities, manage stormwater, meet zoning rules, and comply with hundreds of pages of local code. Before construction can begin, a municipality has to review that plan against its land development regulations.
Today, that review is done manually by a small team of city staff reading drawings page-by-page, cross-referencing code sections from memory, and routing comments back to the engineering firm that drafted the plan. The result: review cycles that routinely stretch past a year, projects that go through three or four rounds of revisions, and a housing and infrastructure pipeline that moves at the speed of a PDF markup.
Noetic changes that. Our platform reads site plans and the supporting documents that accompany them, understands the relevant code, and produces a prioritized compliance report — organized by reviewing department, with exact code citations — before a plan is ever filed. Civil engineering firms use Noetic to catch issues while changes are still cheap. Municipalities use it to accelerate review without adding headcount. Both sides are working from the same source of truth instead of arguing over interpretations.
We're piloting with the City of Austin's Development Services Department — the agency responsible for one of the fastest-growing permitting workloads in the country — and working with leading civil engineering firms including Pape-Dawson. Our early benchmarks show 82% recall on real review comments, meaning the system catches the great majority of issues a human reviewer would flag, organized in the same structure a city department actually uses.
We've designed our technical architecture around a hard problem: regulatory compliance requires not just reading documents, but reasoning about them with the same care a human expert would, and showing the work.
We're a four-person team based in Austin, Texas, recently funded and actively growing. We believe the next decade of American building — housing, infrastructure, energy — will be unlocked or held back by how fast we can get plans approved
