  • Guide clients in navigating IIJA, BEAD, and other broadband funding programs, including applicable program requirements and compliance obligations.
  • Develop and manage project scopes, work plans, schedules, budgets, resource assignments, and deliverables; monitor performance to support timely, successful delivery.
  • Identify, document, and manage project risks, issues, dependencies, and changes; implement mitigation and corrective-action strategies.
  • Facilitate communication, coordination, and decision-making among project teams, clients, subconsultants, government agencies, service providers, community organizations, and other stakeholders to advance project objectives and resolve delivery issues.
  • Provide technical direction to project teams by applying a working knowledge of broadband network architecture, technologies, and deployment considerations.
  • Lead or oversee broadband market assessments, feasibility studies, strategic plans, and related analyses that inform client decisions and recommendations.
  • Prepare, review, and present clear, accurate reports, technical memoranda, presentations, and other project documentation.
  • Collaborate with practice leadership and executive stakeholders on project performance, resource needs, priorities, and strategic initiatives.
  • Support business development by strengthening client relationships, identifying follow-on opportunities, and contributing to scopes, proposals, and presentations.
  • Manage project financial administration, including cost estimates, purchase orders, invoices, credits, and related documentation, within assigned authority.
  • Travel occasionally, and at times moderately, to support client meetings, project activities, and industry events.
  • Maintain current knowledge of broadband policy, funding programs, technologies, and market developments.
  • Perform other duties consistent with the responsibilities and objectives of the position.

Required Qualifications and Skills

  • 3-5 years of progressively responsible project or program management experience in broadband, telecommunications, public infrastructure, or a related consulting environment.
  • Working knowledge of broadband industry standards, regulatory requirements, deployment considerations, and fiber-optic, fixed and mobile wireless, cable, satellite, and other telecommunications network technologies.
  • Familiarity with broadband policy, federal funding programs (such as the Infrastructure Investment and Jobs Act (IIJA)’s Broadband Equity, Access, and Deployment (BEAD) Program).

  • Demonstrated ability to manage project scope, schedules, resources, risks, quality, and deliverables using established project-management practices.
  • Strong written, verbal, presentation, listening, and interpersonal skills, including the ability to prepare clear, accurate project documentation and communicate effectively with clients, internal teams, subconsultants, vendors, and other stakeholders.
  • Proficiency with Microsoft 365, including Teams, and project-management software and tools.
  • Sound judgment and demonstrated problem-solving, decision-making, negotiation, and change-management capabilities.
  • Experience leading multidisciplinary teams and coordinating work across multiple projects, workstreams, or stakeholder groups.
  • Experience monitoring project financial performance, including budgets, forecasts, invoicing, and change control.
  • Ability to interpret contracts, scopes of work, technical documents, and regulatory guidance.
  • Organized, process-driven approach with strong attention to detail and the ability to prioritize competing demands, adapt to changing requirements, and work effectively with limited supervision.
  • Ability to build productive client relationships and contribute effectively in a consulting environment.
