Position Summary

The Community Reinvestment Act (CRA) Data and Analytics Manager is responsible for the governance, accuracy, integrity, and reporting of data used to support the institution’s compliance with the Community Reinvestment Act. This role also provides direct leadership to a team of three CRA data professionals, ensuring effective execution of data processes, regulatory readiness, and continuous improvement. The CRA Data and Analytics Manager serves as a subject matter expert and strategic partner across Compliance, Business Lines, Risk, Technology, and Audit.

Key Responsibilities

CRA Data Governance & Management

  • Own and manage end-to-end CRA analytics data processes, including data sourcing, validation, transformation, aggregation, and maintenance.
  • Establish and maintain CRA data analytics governance standards, controls, documentation, and procedures.
  • While the collection, accuracy, and submission of the HMDA Loan Application Register and the CRA Small Business/Small Farm Loan Register resides within Fair and Responsible Banking, the CRA Data and Analytics Manager and team use this data for CRA reporting for internal business lines and committees.
  • Maintain database functionality to ensure data integrity across Community Development loan, investment and service test datasets.
  • Maintain clear data lineage and definitions aligned with regulatory expectations.

Team Leadership & People Management

  • Directly manage a team of three CRA data analysts/specialists.
  • Provide coaching, training, performance feedback, and professional development to team members.
  • Assign work, set priorities, and monitor workloads to ensure timely and accurate delivery.
  • Foster a strong control culture, accountability, and consistent application of data standards across the team.

Regulatory Reporting & Examination Support

  • Prepare, review, and approve CRA-related regulatory reports and datasets.
  • Support CRA examinations by overseeing responses to data requests, examiner inquiries, and validation testing.
  • Ensure team preparedness for regulatory reviews through strong documentation and quality control.

Data Analysis & Performance Monitoring

  • Oversee production of CRA performance metrics, dashboards, and management reporting.
  • Review analytics for accuracy and consistency prior to executive or regulator use.
  • Provide data-driven insights to support CRA strategy, assessment areas, and performance context narratives.

Cross-Functional Collaboration

  • Act as the primary CRA data liaison between Compliance, Business Lines, Technology, Risk, Audit, and senior management.
  • Partner with IT and enterprise data teams on system enhancements, automation, and remediation efforts.
  • Represent CRA data governance in internal forums, audits, and risk assessments.

Process Improvement & Change Management

  • Lead continuous improvement initiatives to enhance data quality, efficiency, and automation.
  • Assess regulatory or policy changes and translate requirements into scalable data processes.
  • Maintain comprehensive documentation to support sustainability, knowledge transfer, and examiner expectations.

Qualifications

Required

  • Bachelor’s degree in Business, Finance, Accounting, Economics, Data Analytics, or a related field.
  • 5+ years of experience in CRA, regulatory compliance, data management, or financial services analytics.
  • Prior experience managing or leading a team.
  • Strong working knowledge of CRA regulations and examination expectations.
  • Advanced experience with data validation, analysis, and reporting.
  • Proficiency in Excel and at least one data or BI tool (SQL, SAS, Power BI, Tableau, or similar).

Preferred

  • Experience working in a regulated financial institution.
  • Familiarity with CRA software platforms, core systems, or enterprise data environments.
  • Experience supporting regulatory exams, audits, or independent testing.
  • Knowledge of fair lending or broader consumer compliance data.

Salary:

$102,000.00 - $190,000.00

The above represents BMO Financial Group’s pay range and type.

Salaries will vary based on factors such as location, skills, experience, education, and qualifications for the role, and may include a commission structure. Salaries for part-time roles will be pro-rated based on number of hours regularly worked. For commission roles, the salary listed above represents BMO Financial Group’s expected target for the first year in this position.

BMO Financial Group’s total compensation package will vary based on the pay type of the position and may include performance-based incentives, discretionary bonuses, as well as other perks and rewards.
