Compliance Specialist - Remote - (LIHTC/Affordable Exp Required) - Bryten

We are excited to share that Bryten has an opening for a Remote Compliance Specialist. This role is for an experienced affordable housing compliance professional who knows the rules and is comfortable working directly with state monitoring agencies and onsite property teams. Strong working knowledge of the Texas Department of Housing and Community Affairs (TDHCA) and New York State Homes and Community Renewal (NYS HCR) is preferred. Experience with Florida Housing Finance Corporation (FHFC) is a strong plus, and experience with other state agencies such as AZ, CO and PA is welcome. Here are some responsibilities for the potential Compliance Specialist:    

• Review and approve move-in, initial certification, annual recertification and interim certification files for LIHTC, HOME, Section 8, Rural Development and layered programs before admittance or continued occupancy.
• Serve as a primary point of contact with TDHCA, NYS HCR, FHFC and other monitoring agencies, including preparing properties for file audits and physical inspections, responding to findings and submitting corrective actions on time.
• Submit and maintain required agency reporting, including TDHCA CMTS, NYS HCR and FHFC reporting, annual owner certifications and other state, investor and lender reports.
• Prepare properties for state agency audits, investor reviews, HUD Management and Occupancy Reviews (MORs) and NSPIRE inspections, and track findings through resolution, including any IRS Form 8823 issues.
• Train, coach and support onsite property staff on certification procedures, file documentation standards and program requirements, and explain findings clearly so they are not repeated.
• Advise lease up and acquisition properties on the application and certification process to ensure files meet each property's regulatory agreement and state agency guidelines.
• Monitor the recertification schedule across the assigned portfolio and communicate daily with the Compliance Director on recertification and file status.
• Prepare income certifications, approval forms and income calculation worksheets, and monitor all Section 8 paperwork, inspections and correspondence for accuracy and timeliness.
• Maintain current income limits, rent limits and utility allowances, including quarterly utility allowance updates from public housing authorities.
• Ensure sensitive resident data is secure and managed appropriately within the compliance department and throughout the organization.
• Conduct all business in accordance with company policies and procedures, Fair Housing, the Americans with Disabilities Act, the Fair Credit Reporting Act and all other laws pertaining to apartments.
• Keep current on IRS regulations for tax credit properties, HOTMA, Section 8, Rural Development, HOME funds, fair housing standards and state agency compliance manual updates.
• Any other task as assigned.

As the ideal candidate, your background includes: 

• A minimum of 3 years of experience as an affordable housing Compliance Specialist or in an equivalent file review and approval role.
• Direct working experience with TDHCA and NYS HCR compliance requirements, audits and reporting. FHFC experience is highly preferred. Experience with additional state agencies is a plus.
• Proven ability to interpret program rules and regulatory agreements, and to communicate confidently with agency monitors, ownership and property staff.
• Low Income Housing Tax Credit experience required. Section 8, HOME, Bond and Rural Development experience preferred.
• Industry certification preferred, such as HCCP, COS, TCS, SHCM or NPCC.
• Possess the ability to read and write English fluently; Bilingual (Spanish/English) highly desired.
• Strong administrative and organizational skills with excellence in time management.
• Professional level written and oral communication skills required.
• Solid computer skills, including working knowledge of MS Office Suite to include Teams, Word and Excel. Yardi and RealPage/OneSite experience preferred.
• Must have a valid driver's license, current automobile insurance and reliable transportation.
