Responsibilities

Benefits Strategy & Program Leadership

  • Provide operational and strategic direction to the Benefits team.
  • Develop and implement benefits strategies, programs, processes, and policies that support market competitiveness, equity, and cost effectiveness.
  • Establish departmental goals, priorities, policies, and procedures.
  • Evaluate program and departmental performance and implement improvements to enhance service and simplify workflows.
  • Develop meaningful metrics to measure program effectiveness and outcomes. 

Health, Welfare & Retirement Programs

  • Provide leadership across health and welfare plans, retirement programs, work/life programs, and other employee benefits.
  • Support benefits plan design, cost analysis and monitoring, employee communications, and customer service.
  • Maintain comprehensive knowledge of benefits programs, including Health & Welfare, 401(k), 403(b), pension plans, and related programs.
  • Partner effectively with external benefits vendors and other key stakeholders. 

Leave of Absence

  • Lead all aspects of the Leave of Absence program and the team members responsible for its administration.
  • Develop strategies, policies, programs, and processes that support effective program delivery.
  • Establish metrics and evaluate program performance and effectiveness. 

Compliance & Governance

  • Ensure benefits programs and department operations comply with applicable legal and regulatory requirements.
  • Maintain knowledge of regulations including ERISA, FLSA, FMLA, ADA, COBRA, OSHA, Workers’ Compensation, and applicable labor and tax laws.
  • Fulfill applicable compliance and reporting requirements. 

People & Organizational Leadership

  • Lead, develop, and support the Benefits team while fostering an accountable, responsive, service-oriented culture.
  • Complete performance management and planning activities for direct reports.
  • Collaborate across departments and committees to align Benefits programs with Texas Children’s strategic priorities.
  • Prepare and manage annual capital and operating budgets and report on departmental performance and outcomes. 

Knowledge & Skills

  • Comprehensive knowledge of employee benefits programs, including health & welfare and retirement plans.
  • Strong understanding of the regulatory and legislative environment affecting HR and Benefits.
  • Demonstrated strategic thinking, analytical and problem-solving capabilities.
  • Ability to effectively manage multiple priorities in a complex environment.
  • Strong written, verbal, and interpersonal communication skills.
  • Experience partnering with and managing external vendors.
  • Knowledge of hospital operations is helpful. 

QUALIFICATIONS:

Required Experience

  • Bachelor’s degree in Human Resources, Business Administration, Accounting, or another related field
  • 8 years of Human Resources experience, including at least 5 years of significant experience in benefits, retirement, health & welfare, total rewards, or another relevant area
  • 5 years of management/leadership experience

Preferred Experience

  • Executive benefits experience
